the taxpayers of ot grand county will by their votes decide whether or not a coun county t y hospital shall be established and maintained the question to be submitted at the election proposes a tax of two mills in 1925 for hospital purposes 4 and a one mill levy lach succeeding for nineteen years T there here can be no doubt that a big majority of grand county people fior the apropo proposal ial and that if they will but take the time to cist cast their ballots the question lu estion will easily carry but there is always a tendency on the part ot many good citizens to neglect hoting at special elections nith the result that a often decides ho the important questions of county and municipal afra affairs irs it 14 guily k hoped thit that auch such will not be the case a at t next weeks action Ic tion and that every citizen entitled to a vote ote will cast hia his or her ballot the question to be decided which vitally affects the future health and bodil bodily well N ell being of the people of the county iq too important to be relegated to the other fellow for decision at the request t f tl TI e times independent howard W balsley aunt clerk lias has prepared a thorough discussion of the hospital e question treating the subject from every angle mr air balsle lej due to his official position is familiar with the matter of count counts finances finance and taxes and his article on the hospital project vill prove proe interesting and enlightening to the taxpayers of the county we urge every citizen to carefully read what county cl cink 11 11 balslev alslev has to san fea i ic gard garding ng the question ju estion his article follows follon s why should grand county have a hospital and can sho afford to pur put hae thase equip and maintain one very eoon soon 0 ali 1 count taxpayers will be called upon to cast their ballot ballots cither either for or against this proposition tion there are always a number of arguments which can be advanced favorable as an well as opposed to ach questions no one will doubt the statement that taxpayers are having a hard struggle agle under our present burden of taxation not any more so in grand county of course than in arery other county in the intermountain section and not alone in this section for as a matter of fact we hear the cry of over taxation throughout the length and breadth of our land V it would seem at times that we have inherited a great deal of the pint spirit of our forefathers whose fight was against the principle of t taxation without representation except that our tattle cry should perhaps i more properly be over taxa tion with representation in any event jk we are all agreed that taxes should be reduced to the lowest possible 4 t figure consistent with good government 1 the proper education of our children and the physical welfare of jour our ci citizenry therry as a whole all food citizens of the county are in full accord with the idea of r good government every parent in our midst worthy of the name as well as every conscientious individual not a parent is thoroughly converted to the proposition that OUT our children are entitled to and must have the beet beat possible education and who is there among us who Is not mot heart and soul in favor of main in this county the highest possible physical standard and at af ter all what could be more precious than a human life the answer Is obvious and how can we best pro ieca lect the lives of our people good government protects us to a very great extent against accidents crime and disease that would otherwise result in the maiming and destruction truc tion of our bodies however there alro ro always those mishaps and genii of disease which come upon us a as a thief in the night and we must be at all times prepared to combat these archi enemies of mankind ana how can ve we best combat them that pro lert bleTA can only be solved by hav ing ng continuously aa ballao llao one or more firstel first cass iss physicians and sur geons and a well equipped hospital i where sufferers can be given the i cry best of care and attention on the shortest possible notice in order to keep kee in our county the quality of medical medica 3 and surgical doc tors we require and must have ita it I 1 L necessary for them to have some income income other than what they can ie le charge and have heretofore been able to collect for the eer ter vices rendered their patients the j proposition simply resolves itself into a matter of having to give our doctors a sort of a retaining fee or in our subsidizing them as it were ere for instance up at sego the american fuel company keeps a doctor in that camp at all times to care for its employees on a straight monthly salary I 1 am told and he la Is then entitled to handlo any other cases which may come to him dr george Q christensen is now and has been for some time past engaged in that work at the county commissioners cave felt that the co county anty as a whole w hole was entitled to some similar protection and they ya 1 aie therefore for some months past been making a substantial al ewance for the services of a county physician and surgeon and it has been and now is their intention thai that every person within the county rich or poor needing medical or surgical cai attention should have the same promptly regardless of his financial standing and that flint arrangement is certainly most arost commendable dr I 1 W alien allen ha for some time past been occupying this position and he has fulfilled his obal I 1 gation to the public in every respect in order for a physician and sur peon reon to properly function these I 1 days he must like any other art artl zan have a workshop in other words ho he roust must have an up to date 1 well equipped sanitary hospital to which the worst cases of sickness anil and accident can be taken for prop er care and treatment of course a hospital would not be euch such without the presence of a well trained I 1 graduate nurse the crying need for such on an institution in our county has prompted ninety of our leading taip taxpaying ying citizens from every section na of the county to petition our board of county commissioners to call a special election as is required by law in such cases at which election there shall be submitted to the taxpayers of grand county substantially the following question shall we e or shall we not purchase equip and maintain a county hospital corn com with the needs of our people accordingly the commissioners have caused to be issued an art order calling for an election to bo be I 1 held january 31 1925 at which shall be decided this very important ques tion personally I 1 fed feel that no more hu thing thin could bo be done to foi the people of our county ns as well an ax for he 1111 stranger within our gate gates who might be overtaken with lck sick ness or accident ng as frequently hap pin than to vole vote favorably upon this question it ie Is proposed prop ded if the said election carrie carries to make a levy in 1025 1026 of two mills on tho the dollar of valuation for the purchase and equipment of the hospital and ono one nall on the dol lar for mch each year thereafter for it period of nineteen years year for the maintenance of tho the institution institution the proposed levy of wo mill mills for thia this year would amount to the um surn O 0 of f but 2 00 on tho the thousand of an a hessed valuation at that figur can n vo afford to b be without the h hop pital A noticeable reduction in had this last year in grand bounty and a substantial cut li Is pro posed for 1025 1925 it had been an as tho the intention of the stat road commission to take over all of tho the maintenance work on state roads within the county but that tle e part apartment ment no now announces that for the time beitia they will bo be in tion to handle but 60 per cent ot of this vork however with the pro posed new gasoline tax law in effect unquestionably the state road rond commission can nt at a very early date relieve this county of the present three mill levy for maintenance of M ite roads in grand county aur I 1 ur thedmore ther more if the hospital the preterit alty in of one mill for tho th poor fund can bo be reduced ie ne half or more mote there are other ways in which th the levy evy for this bear ear can be iii iderial iv reduced preidel pro idel ded we do to not have to t many unanticipated heidy ex pvn is such as murder caes ca es and lave the like the nave promised to tike advantage id vantage of cv ev irv reasonable opportunity to re hice luce the levies in what better way a money aved be expended than in the pur chae and maintenance of a county ho hospital spital and what could come mor nearly being a boon to every fill zen of the county than to know that when ho he or those near and dear to him require it we e will have right within our rates gates an institution where the best of medical and sur ical care and treatment can be had if the hospital electron election carries it it proposed to purchase from the moab hospital company the property arid arg equipment now owned by that organization at 50 per cent of the appraised valuation the stockholders of the company having al at ready agreed to cob contribute tribute one halt half of their holdings to this wort worthy hy cause the present hospital site is si situated t in the town of moab about one half block from main blain street and in a comparatively quiet locality the building is a practically new brick structure of seven rooms which are now used as follows 1 three bed rooms operating room bath room kitchen and nurses room the maximum number of patient tio that can be cared for at present presents I 1 four and every available bed Is no now and has been for some time past occupied by a patient A number of cases should be in the hospital at this time and would be if it were possible to properly care for them if the hospital election carries it is proposed to build at least two or three additional rooms onto the th present structure one of which would be arranged especially for ai at up to date operating room which ts a almost indispensable at this time it I 1 ie also planned to put in a modern heating system so that a uniform temperature temper ture can be maintained and make a few necessary repairs on the present building with the possible exception of or cico and westwater it is believed that there is no section of the county from which the sick and afflicted can not more logically and practically be brought to moab than they can cabbe taken anywhere tisa else for hospital care with the road down the colorado river now open for auto uto travel the people of castle valley and all that section of the I 1 county will naturally bring their patients to the county hospital thompsons Thomp sons sego and elgin have already sent us a number of patient pati eats we therefore feel assured that the residents of those few settle settlements menta which happen to be so 0 o situated that they can perhaps reach hospital in fruita and grand junction more readily than they can come to moab are not going to turn our county hospital down on C t tion day be I 1 cause of any self lish reason for I 1 after all we are all one people and always favorable to those things that will benefit the greatest num nuin ber of our citizens if the approaching election car ries a hospital board consisting of five competent members will be ap pointed by the county commissioners which board shall have charge of the expenditure of all monies levied and colle collected eted for the purpose and anti hall shall have general supervision euper vision of all the business connected with the administration of the institution after the first term the member members of the hospital board shall be elected by vote of the people at the same time and places as school trustees are elected it Is extremely desirable de that every qualified voter in the county appear at the polls of his respective district on january 31 and that each shall then and there cast his vote on the hospital question according to his earnest conviction convictions if this be done there can be no doubt as to what the outcome of the I 1 will be 11 II W BALSLEY |
