ag agreements the employers in many citie cities failed to keep the agreement When prosperous times gave the tru union the upper hand it refused to avail itself of that advantage but awaited the agreed time When slack times came on on and the advantage lay with the employers they forgot their pledged word and endeavored to destroy the union Regardless of the ultimate outcome the union is satisfied with its record in the matter When the ti time tittle le for carrying out t the e terms of the national agreement arrived the local union union sent a polite note to the employers employers em em- expressing the hope that past am amicable cable relations would be continued and asking for a conference After long delay it it received received received re re- a curt note to the effect that contractual relations would not be renewed When May Maj 1 approached the Industrial Commission of f the State of Utah requested that both parties submit the questions in dispute to arbitration The union promptly accepted and thanked the commiss on for its kindly efforts in th the matter The Employers' Employers Association replied that since the union was but a voluntary association without legal status the Commission acting for the State had no right to recognize such an association completely forgetting that their own organization was but a voluntary association association association asso asso- without legal status Unions are recognized by th the laws laus of Utah as well as by bythe the la laws s of nearly neady every other state in the nation and the national government The employers refused refuse t arbi arbi- tia tion Sin Since e the beginning of the trouble the union has sought on many occasions to have a public or private discussion o of the issues The employers and
