Earl and associates presented nu application for n franchise to Install In-stall nm' operate an electric plant lu Loli i The franchise presented states thut It Is tho intention of Mr. Earl to build and equip n thorough electric plant to supply electric power, electric lights, etc., for both public nnd private purposes. If granted Mr. Earl agrees to supply arc lights to tho citizens at $2.75 per month nnd Incandcscont lights at the rate of 8 cents por klllowat hour, and to supply tho city offices nnd Btreets with n certain number of free lights. The chief feature of the franchise Ib that tho city Is given nn opportunity to purchase tho plant at any time within ton-years after tho granting or tho franchise nt the valuation of the plant nt the time or purchase. If the valuation cannot be agreed on, then tho city shall appoint ono appraiser, the company ono and these two a third one. If Earl and associates decide to sell within tho ten years the city shnll be given sixty days' notice, and If they rail then Earl may sell to some one else. Earl agrees to commence work on his plant within 180 days nftcr the granting or tho franchise. The franchise was referred to a committee, which Is composed of Councllmcn Evans nnd Gilchrist, nud they will report at tho next meeting of tho city council.
