THE REPORT IS A SORRY DOCUMENT I No wonder Grant and his counsel evaded its submission with I every subterfuge that their ingenuity could invent It could not have been pleasant for Grant to prove prove by his own records his I I GROSS INCOMPETENCY INCOMPETENCE The rhe report makes clear why he i defied the tile explicit instructions of the commissioners for its submission submission sub sub- mission until the tile very last days of the tile investigation and then fighting in the last ditch still protested until peremptorily ordered ordered ordered or or- dered to produce it forthwith Here are some of the facts shown in ir tabulated form During these three months pf f robbery burglary and larceny larceny lar lar- lar- lar ceny alone there were offenses reported Jewelry stores were looted a bank messenger was robbed in Main street in broad daylight daylight citizens citizens were held up on their way to their homes residences were ransacked Of these crimes the police department the thes s sheriff for trial i in the district court Several were boys and were turned over to o the juvenile court The others othe s were either released released re re- re- re leased by the police or given short jail sentences Only one one of the 47 landed in the tile penitentiary He paved hi his wn way to prison ri on by being good enough to confess There were days during this carnival of crooks when as I many as 20 crimes bf of this nature were reported without a single rest arrest In addition to crimes of burglary robbery and larceny Chief Grant submits a list of 34 34 dangerous confidence men operating in inthe the city It contains the names of such old offenders as Howard Howard Howrd How How- ard rd and who were given by Grant tJ the freedom of the city for so many months Grant Grint was unable to convict a single one of these 34 men menon menon II o on on ona a charge other Cother than vagrancy and f further his records show that he utterly failed to secure evidence sufficient to convict in every case of confidence swindlers Is although these men plied their trade trad openly and brazenly and still infest the city in large numbers For all crimes of M every nature during these three months AND THERE WERE SOME 2000 THEM only SIX MEN have been committed to the state state- prison One was vas Yon yon on 1 Arnim v J T OF ARRESTS FOR FELONIES PETIT LARCENY AND LIKE INSUFFICIENT INSUFFICIENT IN IN- SUFFICIENT EVIDENCE IN 54 CASES AND 24 WERE PRISONERS PRIS PRIS- PRISONERS TRANSFERRED TO OTHER JURISDICTIONS The report shows vast activity of the police against petit I offenders offenders' such as vagrants and drunkards IT SHOWS THE UTTER HELPLESSNESS I OF GRANT COPE WITH REAL C CRIMI CRIMI- IMI- IMI NALS If anything were needed to c complete the tile evidence of GRANTS GRANT'S INEFFICIENCY this report is the proof The Tile police probe has been tedius Because of the tile mass of of rumors investigated i it wandered often in blind ways There was much irrelevant and immaterial testimony but through it all though a clever attorney aided by the city attorney fought to prot protect ct Grant there constantly cropped out glaring blunders on onh the h part art of pf t the e ch chief f of poli police e. e His is fan fanaticism tics in in the p pursuit r it of certain certa his entire inability to combat crimes crimes' or Of felony the immunity he gave the most dangerous ot of all criminals criminals- confidence crooks pickpockets and the like like his his lack of executive executive tive live ability all proved his unfitness for his position It only remained for he himself to pro proVe e from his own i records compiled complIed by his own O what a blunderer and incompetent he really is IF GRANT IS A GOOD CITIZEN HE WILL REALIZE HIS LIMITATIONS IN THIS SPECIAL FIELD OF ENDEAVOR AND RESIGN WITHOUT MORE ADO So far as THE TELEGRAM is concerned the only charge it has ever made against Chief of Police Grant is that he is is' is INCOMPETENT This accusation was proved over and again by bythe bythe bythe the testimony given before the commission It is now doubly proved by Chief Grant himself out of his own records His case is now up to the city commissioners for action Whatever their decision may be Chief Grant cannot but stand convicted 01 of INEFFICIENCY in the eyes of the PUBLIC It is one thing to tobe tobe tobe be an excellent juvenile officer and another to be a competent chief of police |
