A carefully care-fully drawn system of compensation far personal iajnriee of Panama canal employees ia embodied in an executive order promulgated by lroeident Taft, to take effect after Mareh 1. The Panama canal act, paased laat August, directed the president to provide pro-vide the method for adjuating the rlaima nf employees. Every canal employee aad family dependent de-pendent upon him are insured against ike result of injuries received in the course of hia work without reference to questiona of contributory negligence or any of the other reatnetive rulea of the common law limiting the liability of the employer in inch caaaa. Every injury received while at work and death resulting from aueh injury are com pen sated for except injuries caneed by the employee's wfllu) intention or hie intoxication. The president's order waa drawn in the light of the report of Senator Sen-ator Sutherland 'a committee on work men's compensation "Thia measure," aaid Secretary of War Btlmaon, discussing Mr. Taft ' order, "for the first time bring the federal government abreast nf the t advanced thought and the experiei re of other countries In dealing justly with ita employees at a time wnen thev and their families are moat in need of jus tiee, namely, when thev suffer the hard ships of Injury or death inevitable in the course of modern undertaking. Such a scheme of compensation aa ia provided pro-vided in the order just promulgated by the preaident given the employees and their families the needed sense of security se-curity for times of stress." |
