Th pact was a mutual one and was a direct result of President Rooseevlt' peace message to Chancellor Chan-cellor Hitler of April 15. Foreign Minister Joachim von Ribbentrop signed for Germany and Herluf Zahle, Danish minis tsr in Berlin, signed for ths reich's small northern neighbor. Th ceremony, at th foreign office, was brief. Following President Roosevelt's appeal for a pledge not to attack 31 apeclfied nations. Chancellor Hitler Hit-ler asked certain countries whether they felt menaced by Germany and expreassd his willingness to sign nonaggression pacts with Germany's Scandinavian and Baltic neighbors. Denmark. Latvia and Estonia agreed to negotiate such a treaty, but Norway, Sweden and Finland preferred to maintain complete neutrality. neu-trality.
