Show DEMOCRATS UNITE TO AMEND TREATY First Change Proposed by Senator Pettus Voted Down by Large Majority. WASHINGTON. March 16. Senator Pettus offered the first amendment to the treaty. It provided that it should not go Into effect until approved by Congress and was voted down by a large majority. The Democratic Senators at their caucus today resolved to stand together in support of two amendments to the Panama canal treaty. One of these provides for the modification of the twenty-third article of the treaty so as to Insure the control of the canal sone by the United States, and the other enlarges en-larges the provision In the fourth article arti-cle of the treaty which Is a disavowal of any intention on the part - of the United States "to Increase Its territory at the expense of Colombia or of the sister republics in Central or South America," so as to include Mexico. |
