Show RELIEF Wtt PLANS WILL BE CAREFULLY ORGANIZED SAN FRANCISCO, April 24. There will be no limit to the powers of the finance committee, whose duty it is to expend the millions of dollars being subscribed for the relief of the homeless sufferers In San Francisco. That was learned at-a meeting yesterday, when offers of assistance with provisions, medical supplies, sup-plies, funds and physicians were received from the large cities of the East, and even from Premier Seddon of New Zealand. At that meeting the State will be represented by Gov. Pardee, the army by Gens. Greeley and Funston, and the finance committee by James ' D. Phelan, William F. Herrin, Garrett Mclnerny and M. H. De Young. At the meeting yesterday it was proposed that ail persons that had their homes left shall be forced to pay for their provisions, pro-visions, and that only the actual sufferers shall be given free food. .' All Will depend upon the conference this 1 morning. No doubt the regular soldiers will be given charge of the dispensation dis-pensation of supplies, while the citizens' finance committee will maintain a general supervision of the work and expend the money sent from other cities. The Mayor has appointed a committee to establish a citlsens' police auxiliary to assist in protecting the residence portion of our city. In some sections the citlsens' committee has already organised. Buch committees have been requested to maintain their organisation and report its membership to the headquarters of the police committee com-mittee for the purpose of rereglstratlon. At the earliest poaalbie date meetings will be held in the various sections of the city and organisations already organised will be affiliated with the general committee com-mittee and the new committees will be formed In sections, where none have been formed. . . It Is feared that the French Consul, M. LeConte Perrettl de LaRocca. is lost. The Vice-Consul of France, Pierre Lacase, has made every effort to locate his chief, and has been unauccessfuL Yeaterday be visited vis-ited the French Consul's quarters at Sl Post street and discovered that the floors had fallen through and were lying in a heap in the basement of the building. Advertisements for the location of the local Consul have been published, but he has not been found. None of the French records have been located and none of the Consul's friends has heard from him. He was living in Ban Rafael, but was spending the night in this city when the earthquake occurred. It Is not known where he stopped that night. San Francisco Is not under the ban of martial law and haa not been from the beginning. There has been a general misunderstanding among the troops themselves. them-selves. The report that Mayor Schmits Is at the head of all patrolling and la merely assisted by the troops has been officially of-ficially confirmed. The officers of the army have stated that they are working subject to any restraining order from the Mayor. Most of the stories of rash violence on the part of troops are nlmsy rumors. During Dur-ing last night's patrolling many of the troops admitted to newspaper men, who maue the rounds among them, that they did not know what their orders were or who tney came from. It appeared that all were using their own Judgment. In fact, they admitted they were. The Stste militia all said that they were under the order of the State militia commanders, but whether they are working In pursuance pursu-ance of orders or not they failed to recognise recog-nise city passes, thereby causing much confusion and inconvenience to those who were engaged in relief and official work. The regular troops are working in accord ac-cord with instructions from the Mayor's office. Consequently they have been the salvation of the San Francisco patrol system. sys-tem. . |
