Premier Bal-j foura continued delay' in replying to J Joseph Chamberlain's proposal for -a compromise on the Question -of fiscal policy is believed to be due to-the fact that Mr. Balfour finds himself unable S accept the proposals. Apparently, 10. the Mintsters have no. idea of being be-ing forced to dissolve Parliament by. the tactics of the Chamberlalnites, and a new reason has been discovered and is being carefully propagated among unofficial Unionists for keeping Mr. . Balfour In. power. . It Is urged that the critical position of foreign -politics 'absolutely forbids the handing over the reins of govern--. ment to the Liberals. The neutrality and other problems arising out of the Far Eastern struggle, the Moroccan difficulty, the troubles In Crete and in Macedonia, etc., are pointed out as Indicating In-dicating that there. should be jio break in the continuity of British . foreign policy.
