Jan. 1C Chairman Payne of the House Ways and Means committee announced an-nounced last night that he wss confident the Philippines tariff bill will pass without amendment when put to a vote. He said he was unwilling to accept the amendments proposed pro-posed by ths beet sugar meu. and declared t would be better for the bill to be defeated than passed In such form that the amount of sugar permitted to come to the United States annually at reduced rates would be limited to a definite amount.
