represent Michigan he said I 1 did not volunteer to appear before the th committee of the senate which took testimony in this matter because I really had no information that would assist in the Investigation of the charges filed by my opponent It seems to me that the time has come cometo cometo cometo to speak because my silence might be misunderstood by my friends It It Is perhaps unnecessary for me to say that I shall confine myself strictly strict strict- ly to the facts as I know them to be and shall not attempt to affect in the tho slightest degree the judgment of ot this body So far as I r am concerned I desire de desire desire de- de i sire that the facts as they are shall determine this matter On the day of June JOne 1917 I was commissioned a a. lieutenant commander in the navy and on July 23 1917 Iwas I Iwas Iwas was assigned to the third naval district district district dis dis- with headquarters in the Brooklyn Brooklyn Brooklyn Brook Brook- lyn navy yard I r immediately took toole up my duties slid hd from that day July 23 1917 until after the signing of the armistice November 11 1918 I was never in Michigan The primary election and the general election of ot 1918 occurred during my absence In the early fall of or 1917 I began to receive visits and letters from men active in public and political affairs in Michigan urging me to become a candidate candidate can can- didato on the Republican ticket for senator I was not unmindful of ot the tha II II suggested honor and yet I fully realized realized realized real real- that I certainly would not resign my commission in the navy to become a candidate and that I could not take any personal active interest while I continued to be an officer officer on on duty in inthe inthe inthe the navy While who was was was-ac- ac actively engaged in a large industry in which I was a stockholder and who was also president of the Detroit board of or commerce that 1 if I should hould decide to become a candidate I l loped Hoped it would me most met t with the approval of my Detroit busi business ess friends and associates and that 1 I trusted the campaign might be bo looked after by business men of that description This is as far as I t had any direct connection n with the selection selection selection tion of the committee or business men whose management of tho the campaign in my behalf I shall remember with gratitude gratitude gratitude tude as long as I shall shaIl live ACTUAL MANAGEMENT Mr j Paul II King was induced to accept the active management of th the campaign The selection of Mr King did not originate with m me I knew Mr King but slightly My last contact with him had been in 1912 when we w were re political opponents In my mj- judgment Paul King is aman a aman aman man of Townsend whose campaign Mr King had managed managed managed man man- aged said it had cost approximately and added that in view of the situation then existing in Michigan lie thought it would cost my friends friend approximately to make a successful successful suc- suc campaign This is the only amount of money which directly or in indirectly indirectly in- in directly I ever heard mentioned in connection with senatorial campaign In Michigan until after the primary election election election elec elec- tion and the report of the committee committe was filed I did not solicit or expend directly or indirectly one single dollar in the campaign for senator in Michigan n in 1918 nor did I know of the contrIbutions contributions contributions made until afterwards The two statements which I made ade under oath to the senate are absolutely and wholly true truO The first is dat dated d August 14 1918 and omitting the printed form with which you are all familiar and andio to io which I sincerely subscribed I wrote In my own hand as follows The campaign for my nomination for United States senator has been voluntarily conducted by my friends in Michigan I have havo taken no part in 1 It whatever and no contributions or expendItures expenditures expenditures ex ex- ex- ex have been made with my knowledge or consent The second dated August 28 1918 with the same omissions King controlled control I I knew as a matter of fact that a campaign of publicity was being ex extensively extensively extensively ex- ex carried on and I realized that such a campaign must necessarily cost costa a considerable sum of money but Idid Idid I Idid did not have the faintest Idea as to the amount of or money moner that actually was expended until after atter the report was made public The cost of the campaign the report re report report re- re was about according to and when I learned of ot this port I I amount I was at once filled with astonishment astonishment as astonishment as- as and regret The amount expended was lar large e more than I had any Idea was being expended and more than ought to be necessary to expend in any ordinary campaign But this was not responsibility but that the actual facts in the matter may be presented to the senate How the money was spent in the state of Michigan how the books of accounts were kept I did not know I do not know how except from the accounts of the hearings It is and always has bas been my nay understanding understanding understanding un un- that in so far as the primary primary primary mary in Michigan is
