F Byrnes released a long statement regarding the Chinese problem He bluntly charged both reactionaries In the tang party which controls the Nationalist government and ext extremists extremists ex ex- t in the Communist party which controls the northwestern northwest northwest- ern semi-independent semi regime with deliberately blocking peace moves Many members of Generalissimo Ch Chiang ang Kai Kai shek's shek's party am are interested only in preservation of their own feudal control of Df China General e Marshall said On the other hand many o of the Communists are thoroughly Marxist antidemocratic and determined to impose a Communist form fonn of government upon China I The only solution in hi the generals general's opinion n Is the rise rise rise-of of the liberal element in China to power He said that action by liberals under Chiang's leadership w would uld lead to unity through good g government But he noted the liberals although a splendid group of men s still Il lack the political power to exercise a controlling influence This is In our opinion the best analysis the American people have yet had on t the c Chinese situation We have to date been confused by many conflicting reports some reports some damning the Nationalists and praising the Communists others condemning the Communists and la lauding ding the Nationalists and still others damning both sides and all in hi between betwee and declaring there is no hope at all for China General Marshall is a man we can trust We know he is not easily hoodwinked We know he is probably as un unbiased as any anyone anyone anyone one we could send to China We know he has had greater opportunity opportunity tuni y to see sec the whole picture and understand all aU points of view than anyone else We can pretty well accept his analysis as fair fairand fairand fairand and true Now what should we do about it That's the big problem for America and now that General Marshall has been been appointed appointed secretary of state we are in an excellent position to solve it We must adopt an American policy in regard to China Fi t of all we must admit that a peaceful progressive stable China is of the utmost importance to us We Ve need it for Pacific prosperity prosperity and orderly development We Ve need it to stabilize stabilize stabilize sta sta- sta- sta the teeming Asiatic area We need it to make a strong United Nations We need it for world racial understanding and accord Secondly we must admit that on the basis of General Marshall's Marshalls Marshalls Marshall's Mar Mar- shall's shaHs analysis analysis' neither the Communists nor the Nationalists can give China the peace stability and progress which China the United states Slates and the world need Both groups represent ex extremes extreme dangerous s-dangerous extremes Chinas China's best hope hope and and ours ours ours-is is the emergence of a middle group uP as suggested by General Marshall Marshal That group uP would be neither the radical C Communists nor the reactionary National National- It would be a liberal group willing to establish along demo democratic demo demo- cratic cratie lines a China which would be a compromise between feudalism and collectivism collectivism-a a compromise which neither of the two present factions would establish independently and which both have amply demonstrated unwillingness to establish by co co- co- co operation Whether such a middle group can gain power in China today Is a moot q question estion But it seems the only hope the hope the only Way Waya y ya a prolonged civil conflict in China which would be disastrous for everyone can be averted American policy polley should favor such a solution Short of active interference in Chinese internal affairs we we should hould do everything W we can canto to encourage the rise of a middle middle middle mid mid- dle liberal group to power in China ChiDa We Ve should seek the cooperation cooperation cooperation tion of Russia of Britain and Fr France nce and every other interested power in that objective All the world needs a solution of this Chinese puzzle There Is no other problem which is of greater range long sign significance today |
