THE WAY TO DEFEAT IS utterly be beyond the possibility of human IT JP prediction for anyone however root deep cd ed cd Ids his enthusiasm for the national recovery program to foretell the ultimate victory of the the complex N R A project But it should not require a great amount of intelligence to arrive arrive ar ar- ar- ar rive nyc at two vital conclusions The first is that whatever chance N R A has to succeed must be predicated upon universal cooperation cooperation cooperation tion patriotic and nonpartisan devotion to the effort eUort for the thc common welfare and the inescapable truce on selfishness The second is as clear that clear that industrial warfare will most certainly extend the misery of the depression make far more difficult and costly the approach ap elp- p to better days and even eren bring defeat to the undertaking to put the idle to work and restore happiness and well-being well to the whole hole people There should be s sufficient intelligence in inthe inthe the leadership of both industry and labor to recognize these patent facts It is unthinkable able in an such times as these with winters winter's close approach heralding continued suffering for millions of the unemployed for women and children that these leaders let their differences differences differences differ differ- lead them into open conflict Org Organized labor faces a great opportunity to display its ith power and patriotism to bring order out of chaos and to earn from fellow countrymen plaudits and acclaim Labors Labor's leadership today faces the clear call to end the civil war that is rife in many sections of the country It holds dire threat to the welfare of our people Recalcitrant leaders who have sanctioned and aud even inspired these uprisings should hould be called to account and the higher leadership of labor should thereupon launch a work to movement in every section sec see I tion of the tho nation based upon a sincere effort to adjust differences peaceably This call is as clearly addressed to leaders n in business and industry They should be willing to discuss points points' at t issue issue in an all effort eifort to get upon a common ground of understanding understand understand- ing It should be recognized that a superhuman super super- human effort is in progress toward the establishment nt of a new economic and social order that shall bring happiness to th the nation as a whole that shall end conflict and strife and andI I I restore stability to America It may well turn out ont that agreement will willbe willbe willbe be difficult even impossible Government agencies have been set up and should be availed of to make maIm an end of chaos If selfishness on the part of worker or employer cannot be set aside to the end that amicable adjustments may be reached through bodies for conciliation concilia tion we may as well confess that democratic government is a failure and that the sole function function function tion of government is to police the nation and defend it against its enemies
