in the selection of a site for the Fair by the House The committee has already decided that it will report re-port a bill leaving blank the name the city where the fair Is to Iw I held but it is feared that If it goe into the House in that shape and without with-out some arrangements In advance to govern the method of the slOI ion ol the site that an agreement can never be reached under ordiu i parliamentary rules The probable prob-able course of proceeding In the House would Le for some mem jsrto move to insert the name of a sit Some other member woul thereupon move to strikeout strike-out the name and insert another na vote on this proposition he opposition would combine to defeat it and this would probably b the fate of the original and succeeding suc-ceeding motions of advocates of different cities desiring to secure the proposed all kIlling each other off props To avoid this the subcommittee charged with consideration con-sideration of the fair bill has taken a hint from the action of the apr np iropriation committee in securing alternative action upon Certain clauses of Ute District of Columbia appropriation bill and Incline r wrt a special proposition which will irovidcfor repeated ballots in the louse upon the question of nam lug a site for the fair with an agreement agree-ment that on each ballot the name of Ihe city reexlving the least nuns
