Show City to Solve Dog Problem; Also Other Problems Discussed at Council Meeting A long session of the city council Monday evening resulted in considerable business transacted and many problems discussed, according to a report submitted by Recorder Lloyd Ashcraft. Alvin Beardall was deuptized at the meeting to collect licenses on all dogs in the city and to issue a citation to dog owners who let the animals run at' large or fail to purchase a license. A new city ordinance published in the Herald today makes it unlawful un-lawful for dogs to be on the streets day or night unless on leash. They must be on the owner's property preferably tied up and must have a collar with metalic plate signifying signify-ing that the license has been paid on the dog. If any dog is found by police officers or dog tax collector running loose on the streets, whether whe-ther with or without a collar, it will be picked up and disposed of. Details of the ordinance are to be found on page 8 of today's Herald. New Lights Word has been received by the council that new sodium vapor lights are to be installed on the corner of Fourth South and Fourth East street and that the commission commis-sion was still considering installing install-ing a stop light on the corner. Following approval by the planning plan-ning board, the city also approved a request for a driveway on the south side of the post office. This will permit mail terucks to drive around to the rear of the office. Kelly's Grove Map A map was submitted to the council during the meeting showing show-ing the plats in Kelly's Grove. It is proposed by the city to convert the Grove into a recreational area and the map showed the available lots in the southwest area of the grove which it is hoped will be taken tak-en by the property owners in the East section, in exchange for their lots in the part which the city desires de-sires to convert into the play area. At the council meeting also, it was decided to charge churches a flat rate of 2 cents per KW for electricity. Heretofore the charge has been 3 cents per KW with a 10 per cent discount. There will be no discount under the present ruling. It was also announced that the city's new garbage truck will be here in about ten days. A group of dentists and doctors of the city met with the council in protest to the license fee which they aro asked to pay annually. The fees are made mandatory thru a city ordinance which the city officials decided to keep in force following a discussion of the matter. |
