central committee of the citizens municipal organization respectfully invite attention to the following facts faces that provo city was inception of ripe for a non noa partisan the movement movement is best at tested by the inception oi of the citizens organization this is how it came about two well known gant gentleman lemen of this city were one day conversing about the prevailing tendency everywhere to put nonpar nonpartisan non par partisan municipal tickets into the field when one asked asbed the other owhy way does not provo do the same thing why not indeed was the reply letus let meeting to the voters of provo liev the under signed cit zens and taxpayers of provo believing that the election of city officers at the ensuing municipal election by the voters of provo city without regard to party politics or party affiliation will best sub gerve ha substantial aub interest of our municipality and further believing that a strong sentiment exists in the community favoring a nonpartisan non partisan or intini municipal cipal ticket hereby call all upon the people of provo without rezard record to party affiliations or political poU inclinations to assemble in mass meat oot ing ng at the county court house in provo city on saturday the alth day of september 1897 at p m then and there to give expression of their j views and opinions upon the foregoing fore goina subject A full attendance is requested to the end and that the fullest expression ot the opinions it if our citizens may be ascertained certa ined and respecting this important matter and if deemed advisable by bail meeting to bring about the organization cr cl a citizens municipal election the mass meeting thus ihna provided for was heldon held on the data named and after fall and free discussion resulted in the unanimous adoption of the folio follo ivine resolution reso lulion resolved that we pledge ourselves to bring about the nomination and election of a citizens nonpartisan non partisan ticket at the november municipal election and that to this thia end a Dro provisional visional committee of eleven citizens be elected by this thia meeting whose duty it shall lie be to call primaries in the respective wards warda for the nomination of councilors councillors counci lors and a city convention for the nomination of gene gen eral officers ond end the organization of a dominated in each wari ward and the requisite number of delegates delegate 3 were elated to a city convention which WEB called to convene Satur saturday dav sept 25 1897 at this convention there was a organization we are aware that certain gentlemen of both political part partie lee who were among the original signers of the peti tion for a nonpartisan non partisan election have since withdrawn a right which we fully and fairly accord to them if they believe their first connection with the movement ill timed but bat we deny their right in justice to impugn the motives of those who cannot so lightly treat their pledges the men and women who sincerely entered into this movement and have seen asen no reason for changing their views after tle the primar the charge ies iea the fact that half the old straw of tariff and free trade in order to elect a set of officers who will not have occasion to think once during their entire term of office either for or against these issues could anything be more absurd As well assert that a man can never consistently doff his bis sunday clothes or that a woman must always appear in ballroom ball room costume for national issues have na n more to do with the business affairs of this city than broad cloth has in a brick yard or a silk dress in the kitchen but we do not give up our sunday suit or our ball room costume because we happen to have work requiring t other apparel we simply lay them aside ready for use when the proper time comes so of our partisanship but if laying abida our political views for the sake of a city election should prevent us from expressing our will in national affairs when tho the appropriate time comes why then there would be some reason for decrying partisanship nonpartisanship non but as it is there is no reason save this po lotical bosses are afraid that if people have liberty to think once as they choose they may decide to hold it as a permanent right in the future the bosses may therefore con count it wrong but surely tho the voter ought not to complain what would you think of him who should tell you to wear your best clothes every danfor fear you would lose them if you laid them aside can you think better of him who would urge you to wear your partisanship always for the same reason thereal the real purpose of business a city election is not to tc not advertise our politics bu but polities politics to choose an honest efficient fea fearless leafless fless and economical city government here are an four qualities that every elector is look ing for in the men to whom he trusts the affairs of the city we do not doubt that enough honest men ten times over can be found for these office in either party but is the political machine likely to select them efficient fearless economical men are also abundant in each party but will they get into office by the ma chine or will these offices go to those who have watched and waited for them again suppose good men be placed in office by a party will that party a ad fai or will it hamper them in mani manifesting festin 9 their honesty efficiency fearlessness fearless nea nes and economy will they not cot be compelled to serve the party the afterward Is that honesty will they select subordinates for fitness or because of party service or suppose the pers onel of the government be half one party half another will they agree at once on appointments or wrangle for three months and draw the pay for wrangling as did the last city administration la Is that efficiency will they move out and do whatever is for the cites good regardless of pol lotical consequences or will they stop to ask how will this move affect the next nest election Is such hesitation fearlessness then as to economy does any one believe that a partisan government filled as is likely to be by men who expect to got get their living from office does any one believe that such a government will be as careful of the interests of the taxpayers as a government
