Mr. Roosevelt scheduled a series of conferences during the week with Director of the Budget Lewis Douglas and heads of other government gov-ernment departments. The conferences con-ferences were described at the White House as "spade work" on the budget. The message will go to congress soon after it convenes on January 3. Douglas tentatively foresees a governmental income of about S3-350,000 S3-350,000 for the 1935 fiscal year. Against this income an outlay of approximately $2,600,000,000 will be required for the regular governmental establishments, leaving leav-ing a balance of three-quarters of a billion dollars according to tentative foiecasts by Douglas.
