Said J Commission shall consist of six ame entitled. "An Ordinance Clv-jating Clv-jating a City-Planning Commission and Fixing the Duties Thereof." Passed liy the City Council of Springville. Immediately ion the passage of this ordinance tile Mayor shall appoint five members mem-bers of said Commission for terms beginning on the date of their appointment ap-pointment to n;:d until 1. 2, li. -1. and H years from and alter the first Wednesday of January, 1027, and at the first meeting of the City Council in January of each year afler 1027 said Mayor shall appoint a member of such Commission for a lerm of five years to succeed the member thereof whose term is then expiring. All members of said Commission shall serve without salary. Section 2. Said Commission shall elect from iis membership a Chairman Chair-man and Viee-Clmirman and n Secretary. Said Commission shall hold regular meetings at times to bp fixed by resolution or by-laws and said Commission shall have 3 authority to pass by-laws for the J conduct of its meetings and busi-j busi-j ness. ' Soction 3. Ir shall be tlio duty of tho said Sprinivillo City-Plannin-4 Commission and it shall have power on its own motion to advise and consult with, the City Couneil of Springville and the various committees commit-tees thereof upon any and nil matters, mat-ters, plans and proposals af'Ceetin: (1) the location of streets, boulevards, boule-vards, playgrounds, public parks either const nu'tel oil jto be constructed, con-structed, together with the matter of parking and general beautifiea-: beautifiea-: tion thereof; (2) the general style and character of all public buildings build-ings and the beautiiication and adornment of same and the grounds used in connect inn therewith : (3) any and all sanitary matters and matters touching the general improvement im-provement of the City, together wiih any matters affecting the general gen-eral health of the inhabitants thereof; there-of; or the City Council may refer to such Mty -Planning Commission such matters or any of them fur their advice and counsel, and it shall be the duty of such Commission Commis-sion to make and report findings find-ings and recommendations concerning concern-ing any such matters so referred to such Commission. i. It shall he the duty of .said City-Planning Commission to prepare pre-pare and formulate plans for uniform uni-form improvement of streets, walk, boulevards, playgrounds, public I -arks and grounds used in connection connec-tion wiih public buildings to the end that said city shall be improved as a whole, and said Committee shall secure any and all sueh aid therein as may be available from public institutions of the State of. Utah or otherwise, but shall have no authority to incur expenses on the City's account without the prior authorization of the City Council. 5. Said Commission may propose ordinances for adoption by fhe City concerning matters which are pr which may properly come before such Commission. 0. The City Council shall provide pro-vide for the execution of any plans of the said City -Planning Commission Commis-sion aceptcd by the City Council, and may designate the Commission to exeeule or supervise the execution execu-tion (hereof. 7. Vacancies occurring in said Commission for any cause except a vacancy on said Commission caused by the resignation, death or inability inabil-ity to act of (he Mayor of Springville. Spring-ville. shall be filled in the manner provided by law for filling vacancies vacan-cies in appointive offices of the City. S. It shall lie (he duty of the City Engineer at any and nil times to furnish to the said City-l'lannim: Commission any and nil useful in formation required of him by said Commission as to location, grades, levels, areas, etc., of any and all public streets, playgrounds, parks and boulevards within the City and generally to comply wiih any and all requirements on him made by said Commission in the execution j of any plans of such Commission winch have been approved and authorized by the City. !.
