Show TAFTS MESSAGE BRIEF AND PLAIN Does Not Waste Time in Attempt to Present Statement of the Needs of the Country J Asks That Statesmen Get Busy With the Tariff Declaring Business Interests In-terests Demand That Work of Revision be Done Without With-out Delay Washington President Tarts message to congress presented on Tuesday Is brief and to the point The message follows To the Senate and House of Representatives Repre-sentatives I have convened the congress In this extra session In order to enablo It to give Immediate consideration of the revision of the Dlngley tariff act Conditions affecting production manufacture and business generally have been so changed In the last twelve years as to require a readjustment readjust-ment and revision Of the Import duties du-ties Imposed by that act More than this the present tariff act with the Other sources of government reVenue does not furnish Income enough to pay the authorized expenditures By I July 1 next the excess of expenses over receipts for the current fiscal year will eqiial 100000000 The successful party In the late election Is pledged to a revision of the tariff The country and the business busi-ness community generally expect It The prospect of a change In the rates of Import duties always causes a suspensIon sus-pension or halt In business because of the uncertainty as to the conditions to be made and their effect It Is therefore of the highest Importance Im-portance that the now bill should be agreed upon and paused wltll as much speed as possible consistent with Its duty and thorough consideration For these reasons I have deemed the present to be an extraordinary occasion oc-casion within the meaning of live 1 constitution Justifying amTW5Wrlng l the calling of an extra session In my inaugural address I stated In a summary way the principles upon which In mv judgment the revision re-vision of the tariff should proceed and Indicated at least one new source of revenue that might be properly resorted re-sorted to In order to avoid a future deflclty It Is not necessary for me to repeat what I then said 1 venture to suggest that the vital business Interests of the country require re-quire that the attention of the congress con-gress In this session be chiefly dovot ed to the consideration of the new tariff bill and that the less time given to other subjects of legislation In this session the better for the country WILLIAM H TAFT The White House March 16 1909 |
