liable I educational purpose behind be-hind the workings of the st r vr Chinese government ended rtt i end-ed our visit In Tientsin elf with nn evening of great Interest Thanks to the constant attention at-tention and companionship of Mr Robertson f r Rob-ertson Y M C A general secretary In t Tientsin and Mr Pay a Chinese resident j resi-dent and a Mr A of Yale the most progressive city under Chinese administration admin-istration was opened up to us In n Mast manner that fairly Illumined Its educational edu-cational social and religious prob t4 n hems and I want to put before you n few facts that group themselves about b b three things The broad and wise polIcy pol-Icy of tho local Chinese government under tho greatest of Its men Yuan Shl Knl the terrible borderland between v be-tween the Chinese city and the foreign settlements and the strategic position + occupied by tho Y M C A i a To say that China Is awakening or 9 will awaken Is a false statement of r40 I the case to say that China has awakened I 1t ened Is a platitude It Is self evident j 1 and Blares you In the face on every I corner In every block on every street < 1 Just as wo Judge the possibilities and tho quality of u mans mind by his i f r r + best work so we must Judge of what China not only Is capable of doing t but will do by what her best men are accomplishing and have accomplished + i Tientsin Is the product of ono mans k mind That man Viceroy Yuan Shi Kai is now prime minister or practically i i practi-cally that in Peking for the purpose i of working out his same plans for + t tho whole einphe as ho has done for his own city Therefore what Tientsin is today China will be and will he very soon for I believe Mr Hobort son known what ho Is talking about < l when he says that the conviction that i1 China must have progress and the determination to change has seized 1 upon every ofllclal of high standing r from one end of tho empire to the other And 1 believe that every one mf ti who knows the Chinese agrees that where the Chinaman has the will j ho will find tho way That China Is progressing by leaps and bounds Is true but that the 1 game charge of carelessness and super w m tart tar-t fidelity In method may be brought against her that Is brought against tho Japanese educational leaders Is not true The Chinese educators have proven In their work In Tientsin that they can apprehend tho seriousness ota ot-a great problem and grapple with It swiftly and strongly Kindergarten primary schools middle schools colleges col-leges a iinlvcislty and again normal schools for tho training of Chinese men and women teachers are In operation opera-tion all purely Chinese some managed by tho government some toy private Individuals Tho board of education Is under fearful pressure a great campaign cam-paign of education must be carried through nil over China within ten years If tho nation Is to be saved Asa As-a result teachers must be trained In a hurry Instead of turning out second sec-ond grade teachers with superficial training tho following method Is adopted to get results quick A normal school for example for women Is established with a complete dormitory dormi-tory system tho entire expenses of tho scholars Is borne by the government govern-ment and ten dollars a month Is paid to each student besides her expenses thus placing u premium upon this method of preparation On the other hand examinations are held In the different provincial centers and those students are selected and admitted to the school who have tho highest standing I welt through such a school myself and talked to the teachers who were Chinese of course but who spoke English There were about 140 girls preparing for teachers An apparently inexhaustible treasury has been devoted de-voted to tho equipment of the schools which surpasses anything I have seen In Japan In the way of scientific laboratories labor-atories for chemistry physics biology physiology and engineering with its various brunches An Industrial school again with a complete dormitory system sys-tem where some 700 men and boys were hard at work learning trades showed that tho Interest In academic education had not blinded the educational educa-tional department to time value of Industrial In-dustrial education We visited but ono Industilal school and ono establishment establish-ment under government supervision for the promotion of homo Industry an Iron works but there are many euch enterprises The Chinese government is surely doing Its best Gambling has been prohibited within the city on pain often of-ten years Imprisonment gambling in TilE EXECtTJE PALACE OF TlfE ENPEROR I every form A search for an opium den proved tho efficiency of the law and Inspection wiped them out of existence ex-istence Perhaps the least said about the outrageous out-rageous doings of the foreigners In Tientsin the better It IB a subject that people do not like to discuss and do not wish to have brought before them It Is true nevertheless that In tho foreign settlements the Chinese are Dialing endless opportunity for the gambling which Is prohibited by their government in their own city and Is nevertheless openly countenanced coun-tenanced by several consuls of foreign for-eign nations In spite of their agreements agree-ments with the Chinese government The China Times a Tientsin paper Is waging an open war against houses of 111 fame and places of amusement of outrageous character which are actually act-ually protected by the representatives of foreign powers The papers are full of It One paragraph I will copy for It Is suggestive and can stand by Itself The Alhambra its Pictures Pic-tures Mr Pratt British vice consul con-sul sat In the British consular court on Saturday morning to hear a charge against Mr A Harper of tho Alhambra Husslan concession of exposing Indecent pictures The consul for defense The first ono ho thought was undoubtedly coarsens coarse-ns to the second and third that were called indecent that of course was a matter not of Individual Indi-vidual opinion so much as of opinion opin-ion of the court trying the case It was rather a strotch of the imagination imag-ination to say that one of the reasons for objecting was that tho Chinese went there and that It did not look well for Chinese to see what foreigners did In this way He i had no doubt foreigners did lots of things the Chinese did not approve ap-prove of It these pictures were permitted In London he did not see why they should not bo permitted here People have a way of saying that There aint no Ten Command wants beyond Suez and then dismiss Ing the matter with the feeling that they have made a rather cleer and telling observation Do they realize I wonder that In some Chinese ports the term Ameilcan woman Is synonymous for woman of f 111 i repute or prostitute Thank God It Is not so in Tientsin The American and British governments are acting so far as Christian nations In this city even It the Individual American men and Ilrltishors are showing tlipnibelves anything but Christians The Chi neso government Is not going to stand for this long There will ben be-n day of reckoning if tho foreign concessions con-cessions go on putting a premium on vice as they are doing now Men who have lived In Tientsin for years do not hesitate to say that matters I must come to a crisis boon It It In the Interest of the people at home and of the United States It seems tf me to understand what Is golug on This brings me to my third point which Includes a kind of summary ol all the rest namely l the Important po sition of the Y M 1 C A in Tientsin A record of some of the activities ol my very good friend Mr Robertson will be most conclusive In showing that the YM 1 C A Is a power for edu cation and for righteousness needed and esteemed by the Chinese educa tors On ono side Mr Robertson comes In contact with a vast numbol of school boys He has Severn classes In various schools In physics and takes his students to all the tors of the city such ns the Western telegraph station telephone bUilding power plant etc Ho also Is manag Ing a regular athletic campaign bas Introduced the games of assOciation football coaches tho teams and To pro motes the truly western Idea of be Ing a thorough sport I Through tho efforts and cf Mr Galley and Mr Itobertson personally the j V M C A is In n position where It can have a tremendous I Influence for sound education and righteousness it 1 the wheels can only be oiled with a little mora money |
