That Germany eventually will sign the peace treaty, but only after a military dictatorship or another revolution, is the opinion of leaders of the Independent Socialist party. They hold the present government, which is now carrying on propaganda against the peace terms, will order a referendum by the time the government gov-ernment has succeeded in arousing enough opposition to secure a vote rejecting re-jecting the terms. Immediately the government will put a military dictator in power, probably Noske, the present minister of war. The people will suffer hunger and living conditions con-ditions generally will become unbearable, as the allies advance and occupy territory. terri-tory. This will cause a revolution, upsetting the mild dictatorship. Then the present government will put a new government in power, which will sign the peace terms under a strong protest. This prophecy was made to me today I by Dr. Rudolph Breitscheid, one of the most prominent leaders of the Independent Indepen-dent Socialists. He said the peace terfns were harsh and unjust, but he favored signing because he felt sure political upheavals up-heavals in France and England, and pos-s:bly pos-s:bly America, would unseat capitalism and put the proletariat in. power.
