accomplishing this object yau can all see the absolute necessity of considering carefully the expenditure of every dollar even greater caution should be exercised than if the consideration involved was our own with the application of such tactics I 1 cannet but fesl assured that satisfactory results will be realized in every instance I 1 desire to call your attention briefly to a few of the conditions fifth which we are confronted birst thai of waterworks water works is without a question of the most vital importance first in consequence of the money invested in its construction amounting to to lecure the payment of which the city is banded or in other words as I 1 understand it every dollar corporate property of this city is mortgaged for the payment of second the annual interest on the bonds amounts to about to bo paid I 1 think amian dually there is also under the ordinance an annual expense for a superintendent in of besides other incidental expenses and in addition as I 1 understand during the life or ex of tha bonds a sinking fund of about per annum is required to meet the obligations at these obligations being true you will readily see that in this one matter a very great is us meet the conditions we knust si th annual report ot superintendent selby jones the following important information nineteen services laid to new takers with four closed out leaving on the works takers there has been received from water borka in cash in labor credits making the total receipts according to the report the total amount expended for various causes as per report is about for the year exclusive of sinking faunl which I 1 presume has not been provided for from chii showing that tha water works is not a very good investment as a moneymaking money making operation and that with only takers what would be the result if the water entered every homo in the city as it should do it would bo a question as to whether we could in a very short time find doctors enough to fill the office of quarantine physician I 1 consider the matter a grave one and recommend ita careful consideration by every member of the council and would further aak that each member consider himself a committee of one 10 take up an individual labor with the citizens to geff them to take the water I 1 heartily anderse the acts of council in reducing the rates for culinary and lawn purposed sei aa I 1 understand the case the rates and the putting of the water into the houses should both be 0 o reasonable that every head of a family in this city will feel that ho is sacrificing something by not taking the water I 1 would recommend that arrangements be made by which the superintendent can put the water from the mains into the house thereby reducing the expanses to the taker and stopping a current objection to water taking in short I 1 recommend that you do everything in your power and under your jurisdiction to the people in this matter of cheap water and constantly appeal to them to apply alie advantages offered in this direction ask them to plant lawns and their homes all can do when they take the water the balance of the lawn growing can be dene by labor that might be otherwise wasted on the streets I 1 take it for granted that you are all water takers now but if perchance there be any who are not you aurely will not deprive yourselves of the privilege longer than is actually necessary to get it into your homes in taking water you ara simply patronizing ron izing yourselves the water is yours you asked for it everybody every body aked for it tha cry a few ligett at least be placed on the main streets I 1 would further recommend that you investigate the feasibility of establishing an electric light plant for and to be owned by the city I 1 have long been of the opinion that such a plant could be established with the abundance of water pow erat and at least be porting if sot source of revenue to the city such I 1 am informed is the case with other cities of much less population pu lation than provo special attention is called to the or denance relative to the cleaning of sidewalks and ditches by all owners of property abutting on streets in nay judgment a more thorough observance of the ordinance should be enforced the running at large of stock on the streets in violation of ordinance iw strictly prohibited the condition of the city cemetery should be carefully considered and if consistent with our financial condition the water mains should be extended to the grounds that that sacred place of our honored and beloved dead may be
