Demands for Retirement Retire-ment From Soldiers and Workmen's Council Coun-cil ; Allies Get Gold. BERLIN'. Wednesday. Dec. 11.. (By the Associated Press.) Dr. "NV. S. Solf, Ihc minister of foreign affair?, has handed hand-ed in hts resignation, which has been accepted ac-cepted by the cabinet. The foreign secretary's retirement docs not come as a surprise, as his relations with the Independent Socialist win:,- of the Ebert-Haase cabinet reached the training point some time ago. Dr. Sulf's continued presence in the government gov-ernment has been vehemently objected to by the more radical of the German political po-litical elements as savoring too much of the old German regime, and a campaign has been in progress, against htm. The demands Cor his retirement were specifically specifi-cally voiced in resolutions adopted by the soidiers' and workmen's council at Merlin and emphatic calls came from Bavaria that he be eliminated. REICHSTAG LIKELY TO OPEN NEXT WEEK. ..Official denial was made lute toaay that the government was considering the convening ot the rciehstug. The Tagc-blatt Tagc-blatt earlier had reported that the cabinet was to eonvolu: the reichslag In order lo give the government a parliamentary basts in dealing with the allies. It added that the rcic.hstng session probably would begin next week. The authority of the cabinet as a whole appears to he greater thnn it was last week. The Spartaeus organ, the Red Flag, indeed, in-deed, doclarcs that the executive committee com-mittee of the soldiers' and workers' council coun-cil has been stripped of all its power, despite the fact that it was originally planned, that all power should reside in its hands. The newspaper says the committee com-mittee protested against the march of troops into Jlerlin yesterday and today, but that its protest, like its demand that the troops be disarmed, was ignored by the cabinet. SHIFT OF POWER WITHIN CABINET. The Red Flag- apparently exaggerated the situation, hut there seems no doubt that the executive committee which has been drifting steadily toward tho extreme radical side no longer occupies the dominating dom-inating position which it had in the first days of the revolution. While the authority of the cabinet hAs been gaining in strength I hero lias been a' serious shift of power within the cabinet cab-inet itself. The position of the Kbcrt-Schcideinan Kbcrt-Schcideinan group has been especially strengthened as against that of the Harth element by various factors. Among these were the result of the Chemnitz election, where the majority Socialists won decisively; de-cisively; the sober attitude of the returning return-ing troop., and Die aeeusationa against the Barth-Haasc faction by M.
