WASHINGTON. Aug. 7. Provost Marls Mar-ls hal General Crowder and his assistants are at work on the final tet of regula- tions to be promulgated this weeK to oon:-plete oon:-plete the organization of the selective draft war army. They will govern actucl mobilization of the men selected. Statements issuei today by the war department show that the preliminary figures place the totaJ force of national guard taken Into the federal service August Au-gust 6 at 33, CSS of Seers and 419. S34 men. Another statement showed that ISO, 766 war volunteers have been recruited for the regular service since April 1, leaving leav-ing only about 2000 vacancies in the regulars regu-lars at war strength. These figures mean that approximately 725.000 men are bow under arms, exclusive exclus-ive of the navy and marine corps, to t-e supplemented within the next few weeks by 657,000 raised under the selective draft bill. Of the latter number about 500.000 will compose the third great element of the w-ar army, the national army, and the remainder will go to fill up the regulars and the guard and their reserves. y To Assign Armies, The mobilization regulations will show how the dratted men are to be assigned. Already the war department has received countless applications from men certain to be called in the first increment of the draft forces for assignment to some particular par-ticular arm or branch of the service. Where a man has been summoned by his local board for physical examination, no method exists whereby he may enlist in the regulars and have his service count on the home quota. It is probable, however, how-ever, that some effort will be made to meet the wishes of the drafted men in this regard, as far as possible, when they are mobilized. It can only be done to a limited extent as the regulars and guards, as shown by today's statement, are practically prac-tically filled up now. The war department has taken over recruiting for the national guard as well as the regulars, the entire guard having now become a part of the army of tha United States and having no connection with the states. Today's stateme says that about half the men applying r enlistment en-listment are within the draft ages. Those accepted will count as credits on subsequent subse-quent quotas of their districts. The statement lays stress, however, on the fact that the country' wants all the men it can get who can be spared at home. To Fill Regulars. The national guard statement shows that only the number of men short of the 419.4 figure, shown by checking of the muster roils by department tom-mandert tom-mandert and rejection of any found unfit, will be taken from the draft forces for the ffuard service. The recruiting service expects to rill the regular army to full war service tomorrow or next day, su that there probably will be a surplu f of l.iO.OOO or more men when the full 6S7.0u.' of the first Increment of the national arniv is assembled. In addition, recruiting throughout the country will supplement the excess, all men who volunteer going into the regulars regu-lars or th national guard or into the reservo after full war strength is reached. It is regarded as likely that the mobilisation mob-ilisation regulations soon to be issued will show that the surplus of drafted men is to he used as a recruit reservoir and thai ail the men will be put under training train-ing as ouickly as possible. Recruit Depot.
