class of business and reduce the license thereon while uther classes classay of business equally entitled to a reduction of license on account of the present financial tin ancial depression and stringency must continue to dear bear the burdens imposed by existing ordinances it is an admitted fact that our revenue at present is inadequate to meet existing liabilities notwithstanding the unparalleled economy aul an wisdom that has characterized the acts of the present dregent city council therefore the reduction in any one department ef cf our revenue will necessitate an increase in
