Show ILiOIEllS - AGAIN CAHPING III U FOLIC! Former Embassador Quoted as Criticising Mexican Policy of President ' Wilson. ALLEGED STATEMENT NOT AUTHORIZED British Embassador Declares De-clares Minister to Brazil Has Undoubtedly Been Misquoted. WASHINGTON. Sept. 16. Assurance As-surance was given Secretary Bryan tonight by the British embassador, Sir Cecil Spring-Rice, that Sir Lionel Carden, former British minister min-ister to Mexico, had not been au-. thorized to make the statements attributed at-tributed to him today in an alleged interview criticising the American evacuation of Vera Criu. The embassador, however, declared de-clared he was certain Sir Lionel had not authorized any such interview and would repudiate it at the first opportunity. At the embassy it was stated that British diplomats were not permitted permit-ted to give interviews on political subjects. WASHINGTON. Sept. 16. How Sir Lionel Li-onel Cairieii. British minister to Mexico, recently named as minister to Brazil, was forced by General Carranza to leave Mexico City, the diplomatic intervention of the United Slates alone preventing the LOnstitutionalist chief from abruptly handing hand-ing passports tothc minister, was revealed in high oftteia.1 quarters here tonight. The facts in the diplomatic episode became be-came Ktiuwu only after the publication of mi alleged interview in New York with Sir Lionel criticizing President Wilson for ordering American troops to withdraw from Vera Cruz. Sir Cecil Sprins-Rice, the British embassador, promptly informed Secretary Bryan that i?ir Lionel, who tailed today for England, had not been authorized to make any statement and that lie would endeavor to get in touch with him to learn of its accuracy, which he himself doubted. General Carrauza always believed that the English diplomat was largely responsible respon-sible for Huerta's doused resistance to diplomatic pressure and told his friends that when the constitutionalists reached Mexico City the embassador would be-deported. When Carranza did reach Mexico Mex-ico City, the American government, it is understood, took occasion to point out to Carranza that whatever animosity he might personally reveal toward Sir Lionel would be misunderstood and exaggerated i'S an at front to Great Britain if passports pass-ports were handed the British minister. In his puroorted interview Sir Garden aid : It is a desperate shame that the United States has seen fit to abandon the decent people of Mexico when: they most need help. 1 do not know the reason fur this, but it would seem that President Wilson has been misinformed mis-informed in some matters and that if . another side of the situation has been brought to his attention he has not seen tit to listen to anything that contradicts those who have told him that the country has veen paciried. The people who did not got pro-lection pro-lection in Mexico City and elsewhere went to Vera Cruz tor protection. What will they do now? They have no means of getting away arid will be left to the mercies of the lawless element th;u overrun the town and country. State of Anarchy. When it is said that a state of absolute ab-solute anarchy exists In Mexico, it is not stating the tacts too strongly. For months the Carranza party has held the northern tier of states: vet has it established a government? It has not, and there does not seem to have been any attempt to do so. There never has been an honest election down there, and there never will be until the bands of brigands that infest Lhe land can be subdued. What can one expect when these bands roam and pillage wherever they wish ? They havn no laws, no controlling con-trolling force. They murder and plunder plun-der where they will, witll no penalty if caught. " If there is to be an ultimate settlement settle-ment of the Mexican troubles it must be brought about by the United States. That would take 400.000 men many years, and a vast sum of money. There 'would be 110 glory jn it for the I'nited states only the principle of he thing and it is a question if the great republic would care to foot the bill. |
