Fourth That n law bo enacted reducing re-ducing salaries and contingent expenses ex-penses of nil stato olllccrs, commencing commenc-ing with the Governor and including nil who exerclso executive, Judicial or ministerial authority. Fifth To enact u law abolishing a number of useless olllces, which could bo well administered through other necessary olllces, among which may be enumerated County Hoad Supervisor, Sup-ervisor, County Assessor, District Attorney At-torney and Hoard of Sheep Commissioners.
