one consistent with the welfare of the draws the line sharply between liberty and license in the crucial tests of the war of the rebellion involving the conduct of the war the treatment of prisoners and of a fallen foe the abolition of slavery reconstruction and the restoration of peace and the preservation of the Union and the nation republicanism was weighed in the balance and not found wanting
