most pleasing duty to perform of this contest upon which we are about to enter and which is to oe in some respects of an unusual character biot only is it the governorship of ohio which is at stake but the contest involves more than the gover more than the general assembly more than the public institution it reaches into the national politics the united states banate vv ill depend upon its result and more important all this it will determine whether ohio is to go into the areat national contest of 1802 at alie head of the republican or at the head of the democratic column applause we tariff legislation would benefit every country but our own we follow in our tariff policy teachings washington and hamilton and clay and webster and lincoln and garfield they pursue the fallacies of cobden and bright and kalhoun and the statesmen of the late southern confederacy they are pledged now to impede if prosperity until after the next presidential elec tion their mission this year business disaster and reve reea is the ladder of prosperity and contentment among the people idle furnaces dismantled factories silent mines unemployed work general distress are sure harbingers of a democratic Demora tic victory they are discouraging industrial du activity through their press and their orators everywhere and every day and it breaks their hearts to see cay manifestations in industrial advancement in the united states they sneer at every attempt to establish new factories and would g adly frown them down it is the bamat sneer and frown which haa been exhibited toward our industrial enterprises since til but in spite of them we now lead the world in manufactures agriculture and mining and we will r under the new law in spite of their false omens and discourage ing prophecies referring to the complaints among free traders about the increased duties under the naw law major mckinley said that thirty three and one third per cent of them are for the better protection of the american farmer twenty are upon wine and spirits which will hardly burden farmen and five are upon tobacco and agricultural industry can such advantages be found in any previous tariff legislation while securing to the farmer the home market by increased protection the reciprocity clause is intended to extend his foreign market and upon terms more favorable than those accorded to competing agricultural countries it ia a significant fact that articles which the farmer most frequently buys bears less tariff than under the law of 83 and products which he sells bear a higher duty than ever before turning to alie state issues major mckinley barged the democratic ad and legislature with depriving the legally elected republican lieutenant governor of his seat without measure and was approved by the president li is in my judem a vise law aad will bear the most careful scrutiny it is a fair law for it extends its bene fits not only to the artisan but to the lor fsr and producers and in every field of employment by my long experience in passing upon the tariff I 1 know that the mckinley bill more carefully and bene protects the farmer in his productions duct ions than any previous measure of the kind and its inevitable effect in encouraging manufacturers will give to the farmer the beat possible market for his crops the bill has been received and will bear discussion and will improve on acquaintance the new features of the bill relating to sugar and tin will soon demonstrate the most satisfactory result the increased duty put tin plate will develop and has already developed tin mines in several states and territories we may confidentially hope in a short peri id we will be sweetened by untaxed home buzar and protected by untaxed tin plate the arts of the demagogue who at the last election played upon the credulous to deceive them as to the effects of the mckinley bill will soon return to plague the inventors incent ors and this republican measure with its kindred measures of reciprocity and fair american ships will be among the boasted triumphs of our party in which our democratic friends will as usual heartily acquiesce the state of ohio is an important factor in this great union of and tho people of ohio live iu a republican state one that has taken a part in the great drama that is past in an evil hour and under wild delusions
