Show A CONTRACT SIGNED provo city is soon to have waterworks Water works objections RY MR he is promptly sat down aion lle evidently did bot the situation city council met on friday in special session for alio consideration of the proposed contract between provo city and witcher jones for alie establishment lish ment of a system of waterworks water works in provo cita in the absence of alio mayor tl e meeting was called to order by the city recorder on motion of mr maiben mr dixon was elected chairman of the meet ill the d was taken up and considered liy alif council darins the proceedings alie monotony was broken by a somewhat fiery speech from mr M ion real estate agent and attorney at law he that stock was bein given to leading citizens as a sort of bribe mr jones wai evi dently trying to work the city the cost of construction was overestimated the council at aay rate should take more time tc c maider the matter they evidently know what they w re doieg they had no right to civo an exclusive this franchise etc etc etc mr jones replied very brielly anil forcibly to the remarks of mr myton bringing bri neing proofs to sustain his and offering to give mr myton if he would the piping lor the system for mr maiben stated that lie had been connected with the water question from the faist and biad given the matter considerable thought and research he thought that no overestimates over estimates of the bost of construction had been made it the gentleman gave out any stock provo would not have to pay for it if the works were bought by th city only the actual cost of construction would be considered mr Thur raan looked at the matter from a legal point of view was no doubt but what the council had the right to grant alie franchise if aliey so desired no lawyer would dispute that he considered the proposition made by mr jones a very fair one after some further consideration of the contract the following resolution was read be it resolved by the city council of fiovo city that the articles of agree ment made by and between provo city through the mayor of said city and jones in relation to the establishment lish ment of waterworks water works in city bo and the came are hereby approved and the mavor is hereby authorized to execute the same in behalf of provo city and to affix tha corporate seal of said city thereto the resolution passed its birdt second and third reading on motion of mr maiben the resolution passed all of the members voting in favor of it in answer to questions by some of the members of the council mr jones stated that lie would employ provo labor in the construction of the works as far as practicable it was a business proposition if he could advance the prosperity of the city the business of the waterworks water works company would be increased he would follow alie principle of provo labor for provo workmen at least a portion for the works would be made by bevy of this city if any of the ait eizens desfred to invest any capital in the works they would be admitted on the ground floor if they wished they could take in stock on motion of amr maiben the committee on finance was instructed to order all work on the water works bonds for provo be stopped mr dunn moved that the bonds of witcher clones to provo city for the construction of a system of water works in provo city be fixed at mr maiben moved to amend by inserting in lieu of the motion as amended was carried the reports of tho city enumerators appointed by the council to take the census of provo city were read showing a population in provo city of 2609 males and 2659 females total on motion of mr maiben the committee on elections were instructed toj draft an ordinance for the de viding of provo city into five wards and to report to the council on saturday uyen ing mr maiben moved that the mayor be instructed to certify to the governor the returns oi the census enumerators with the request that the governor issue a proclamation declaring provo city a city of tha second class carried council adjourned until saturday evening at 8 |
