convened at alic usual hour yesterday afternoon and after the preliminary proceedings alie members from utah comity presented a claim from sherali fowler of utah county for services rendered referred to the committee on claims A communication from the aion sc announced that tho body had concurred in the appointment of a conference committee on house amendments to C fa mr collatt introduced C F 24 to provide for free public schools throughout the territory referred to the committee on education mr introduced C F 25 authorizing thor izing the estates of minors to be mortgaged or leased in certain cases the bill provides that when it shall appear to llie probate court to alie advantage of an estate to raise money by mortgage of such property the same may be done on petition notice and hearing as provided in the bill the method of procedure is then given at length mr lund introduced 0 C R as follow resolved the house concurring that a joint committee of five two from the council and three from the house he appointed and instructed to visit fort cameron in beaver county utah and investigate the buildings and surroundings roun dings and report upon alie advisability of alie territory purchasing said fort for the purpose of establishing stab lishing a branch of the territorial asylum the resolution was adopted ind rp berred to alie house lund and barton were appointed oil the part of the house mr bryan of the committee on conference reported on II 11 F 10 substitute relating to branding and herding cattle and the bill was taken up and passed its third reading after numerous minor amendments the bill was alien put on it passage and unanimously adopted A message from the house announced that that body had passed C C K referring to the purchase of fort cam 1 eron lund and carton were appointed a committee en the resolution 10 were laid over until next week pending third reading C F 13 referring to the destruction of deceased be brood etc was taken up when mr olsen stated eliat as there was at present a bill of similar nature pending with reference to deceased would move that that the bee bill be again referred to the committee in order that it might be amended to conform with the sheep bill mr avran was not in favor of giving as his reason that alie committee might report adversely and kill alie measure lie deemed very important mr said it was the object of the committee to get the bill in order that a provision be added to provide for the payment of the expenses of alie examination and placing them where they should be mr booth said he was certainly not in favor of re committing the bill if it was to be killed in that way after some further discussion mr olsen stated was not alie intention of the committee to kill the bill but they wanted to add section to it the bill way then sent back to the committee on amendment there being no further business the council adjourned THE HOUSE the chair laid benoro alie house a communication from a large number of citizens expressing their approval of the bill recently introduced ty mr wood prohibiting the sale of cigarettes cigar etts tobacco and other narcotics to minors the petition was numerously signed and nearly every city in the territory of any prominence was represented the petition was referred to the committee on public health the council informed the house that it had concurred in H C K 11 the committee on private corporation through mr II ammond reported on C F 7 a bill relating to railroad corporations and it be placed upon its passage adopted on C F 2 to provide for railroad publishing the time of departure of trains making to amendments deport and amendments adopted mr hammond also reported on the communication from the chamber of commerce in reference to the removal of the restrictions placed upon private corporations po rations real estate recommending that the restrictions be not removed adopted the council communicated the fact that it had adopted C C B 5 appointing a committee of five to visit fort cameron inspect the same and report upon the advisability of the territory purchasing it to be used as a branch of the territorial insane asylum air allan was opposed to tle resolution we have one asylum already and it is not so large but that it con be increased the best thing is to go ahead and complete the one we have started air roner ane question was worthy of consideration even when the present building was completed there would not be enough room for those whom we take care of he was in favor of the resolution at least in so far as the appointment of a com together the desired information was concerned mr wood opposed the resolution he was decidedly in favor of completing the present plant mr kimball did not see that the present resolution contemplated the building of a branch asylum at fort cameron it merely called for information that might be valuable mr pierce was opposed to abo resolution tooth and toenail toe nail mr bennion thought he could see the reason why the gentlemen from utah county bucked such a division meant the turning away from the county of a big appropriation mr williams thought tha resolution should be referred to the committee on asylum mr alien did not see that such a course would be productive of any harm VV i i t y mr reid called the attention of alie house to the fact that alie they might not the house could reject or adopt the committees report or not just ad it chose he resented the insinuation that the utah county delegation were swayed in their action s by pecuniary considerations in the matter he personally would show no feeling in alie appropriation of the public money to public institutions it would be a cold day whenever lie was found in bauli a situation as had been hinted by alie gentleman from salt lake county was alie case mr stewart urged alio immediate adoption of alie resolution mr creer objected there was no acason why such a resolution should be railroaded through there were several important matter to be considered in connection with this mr spoke in livor of the adoption of alie mr II ammond hoped no sectional feeling would bo all the were territorial institutions and did not belong to any town city or county he thou glit alie assembly needed all the information that could be had upon this important question the committee should be appointed at once mr bennion urged that the committee be at once sent mr alien objected there was no real information as to tho needs of thu asylum before the house he objected to the expense that would be incurred until further information could be had the motion to commit was lost by a big majority and the resolution was adopted the chair appointed kimball II ammond and thurman mr kimball asked to be excused and mr pierce was named in his stead mr pierce also asked to be excused and mr williams was named in his stead mr thurman was excused and mr robison appointed so the house committee consists of kimball williams and beobi son mr melville from the committee on highways reported on H P 18 a bill for the better regulation of transitory herds and for other purposes and H F 31 a substitute for alie same recommending that both bills be rejected both bills were rejected mr robison from the committee on agriculture and irrigation reported on H 36 to encourage the planting of forest trees in the territory of utah ing that it be rejected because the present laws amply covered the question adopted alie council the fact that it had passed with amendments II 11 F 10 referred to the committee on livestock mr smith presented H F 45 to amend tho railroad law referred C F 15 substitute to authorize probate courts to grant orders in certain cases publication of notice came up oa second reading and was amended by making the last line read all laws in conflict herewith are hereby repealed instead of all laws in conflict is repealed reid suggested that the
