council met last night pursuant to adjournment alie absentee war councilor the petition of the city assessor praying for the remittance of the city taxes of a number of poor and indigent and doubly asbe sed persons was presented and with one exception remitted councilor brown read the following report of the committee on police and city prisons to the city council of prevo city artho committee on police and city prison to whom was referred the subject of recommending home mode of working the prisoners confined in the city jail report that we have given the subject careful consideration and find that there is now no system of working the prisoners we also find that there ia quite a edrye number of tramps being boarded at the expense of the city without any remuneration whatever J we find that for atie successful working of prisoners the city have a team we therefore recommend eliat a span of horses or mules be purchased also harness and wagon and that a man be employed to drive the sime A barn should also be erected and the marshal be instructed to peo eliat all persons confined in the city jail be required to work licurs liours per day and when necessary u man be employed to take charge of them the work to be done under the direction of alie supervisor JOHN A chairman mr brown moved the adoption of the report alderman alexander did nok think eliat under the present circumstances it would be profitable for provo city to purchase a team the prisoners only came occasionally alie present large number ia on account of alie discharge of men from the railroad mr brown considered it would be a proper to set these tramps at work they came along hero in large numbers and were committing petty of fences and eating good grub in the city without doing any work mr maiben thought we should be prepared for these emergencies as they might arise there is nothing eliat doe s a drunk as much good as a little hard work mr holdaway suggested that something be done but he did not consider that alie purchasing of a team the best thing to do ho did not think a prisoner should bd put out in campeti tion with a laboring man As a matter of economy the purchasing hasine of a labor can bo performed with good effect on the streets I 1 have not bieard any of this dollar and a quarter team laire that mr holdaway referred to thia may be so at certain seasons of the year salt lake city uses teams very profitable they also use tramps to very good advantage if a man lias to go out and a team every morning for chiy tramps I 1 think it would require time and it is certainly not a very progressive method mr alexander was not prepared to say whether we need a team or not but we do not need one simply for alie tramps this winter is the first time that we have been able to make our tramps profitable mr scott was in favor of some kind of a move to secure a team the road supervisor should be hired by the year and ho could take care of alie team mr maiben referred to our street crossings during the last spell of muddy weather if we biad biad a man and a team these crossings could have been kept in order the report was adopted alderm en and alexander and councilor farrer voting against it mr scott renewed a former motion of his which biad not been recorded the motion read as follows I 1 move eliat the recorder be instructed to carry out the recommendations of a report of a special committee on which was adopted february 6 and that the treasurer be instructed ted to report to the council at its next regular meeting all notes or obligations ligat ions in writing in his custody also all warrants that have been paid and cancelled con celled un to alie monday in november of the year 1889 SCOTT chairman the motion was adopted alie fo lowing claim was first second and t ard reading of a bill to provide for the erection of balconies awnings and signs thy bulj was passed by an unanimous vo ly A le solution was introduced by mr scott granting a franchise to A and others for power light and heating ea the bill passed its first and second readings on motion of mr brown alie further consideration of the bill was postponed until the next meeting mr scott stated that the committee on water borka had secured the ser vice i of mr sturgess to draft plans and for water works and that had selected aid of alie hurve tho cilc of alie proposed
