and tonight to night the city council met in adjourned session last evening with mayor dusenberry in the chair the only absentee was away mr bean presented a petition from taxpayers ow ning properly on land situated on alie north sido of provo river asking the council to remit choir taxes for alio present year as they receive no special benefit alie petition which was signed by EW Brereton and H number of others was referred to the city attorney mr brown from alie committee on quarantine reported that aliey had visited cook scott co y slaughter complained of as a nuisance and found it to ba in a sanitary condition they had visited the petitioners petition ers joseph S parke et al alio had asked its abatement and they were aware of the fact that it could be kept in a cleanly condition and trusted it would be alie committee visited the proprietors and they promised to keep it clean in view of aliese facts the committee recommended the slaughterhouse slaughter house remain oliero it is the report was adopted mr scott from the on finance reported on tho financial statement of provo city for tho ciscal year ending november 30 1889 and the treasurers treasur ers quarterly report as having been found correct they recommended that alie statements be accepted the committees report was adopted the same committee to whom was referred alie report of ex henry white recommended his claim of 10 be allowed the same recommendation men dation was made in relation to II 11 T thomas the report was adopted the committee on streets and alleys to whom w i referred alie matter of straightening centre street from the bank to tho asylum reported as follows to the city council of provo city C your committee on streets and alley sto whom was referred the matter of alleged errors in deeds of the several parties conveying land to the city for an extension of seventh street to alio that we have care fully considered alie same and find eliat the deada are claimed to be in error be cauce they describe the laud from provo city survey instead of government survey alic committee are of the opinion that said deeds describe the land that is and was intended for said street and we herewith submit the opinion of the city attorney on this matter as part of this report provo CITY utah november 9 1889 jr waller scott in the accompanying deed where the worda thence E on the north side of seventh street are used I 1 am of tho opinion that the directions would be determined ter mined by the words on the north aide of seventh street these words qualify and limit the meaning of E so flu if the street on alie north side of seventh street varies to alie north or of the true east line the line described in alie deed as gunnine run nine JB on the north side of seventh street would follow the exact variations on the north side of seventh street WILLIAM II 11 KINO deputy city attorney and we recommend that in case any of said parties conveying land to provo city for said street are not satisfied with the description made from provo city survey that they may execute a deed to provo city describing any lucli land in said street from the government survey whereupon the mayor is hereby authorized to retrace any such conveyance back to said party WALTER SCOTT chairman PROVO CITY november mr scott reported in connection the matter that everybody owning land in the district named were satisfied with the city deeds air alexander stated that the amount of land inside the enclosure was there but eliat it was an error in alie description of the deed eliat had caused the difficulty the report was adopted the special committee to whom was referred alie matter of securing plans for a city hall reported eliat they had succeeded in getting two competitors and the plans were now in alie committees hands and on inspection at this meeting the report was adopted mr alexander stated that the parties competing for the hilans were present and would be glad to be heard the matter was deferred till later on the following petition was read provo CITY november 11 1889 to the honorable the mayor nd city council of provo city at a mass meeting of the citizens of provo city held in the on the evening of alie ath dinst and called for the purpose of considering si what if any inducements said city and its citizens would offer to the representatives of the utah nevada california railroad Eail road to make provo the initial point of their road running southwesterly to the pacific coast the following resolution was adopted jc il resolved that it be the sense of this right of way through the corporation extending to the north of provo canyon which shall include one of the streets of the city and also twenty acres ol 01 land annand anale miles of the first gant no title shaa pass till miles 0 road have been constructed leading from proto city and the twenty shall not be given unless tho company shall machine bhola and roundhouses round houses at provo said meeting also appointed a committee consisting of alie named persons to wit W H dusenberry george Su thorland brown E H dodd J D jones walter scott peter stubbs vm probert jr S S jones and J M drake to take the nee steps to carry into deflect the terms of tho resolution tho committs s waited on the managers 0 tho railroad company and submitted the resolution to them they accepted the propositions therein contained and signified their readiness to enter into a contract to commence their road within a short time at a meeting of the committee this day arrangements arrange mento made to per f form the part enjoined by said resolution upon the citizens of this city and an earnest effort ia being made to secure the hearty co all in providing alie means essential lo 10 obtain the promised two blocks of land and the right of avay through the corporate limits of provo city and to the mouth of provo canyon A committee subcommittee sub consisting of the un der signed was appointed by the aforesaid committee to present to your honorable alie matter contained in the foregoing resolution and to petition for baich aid and assistance from the city represented by this body of men in procuring said land and providing such right of way as under the charter could be granted we feel that the benefits to be derived from the construction of a railroad to the pacifier coast and commencing at this city and from establishing here the headquarters of a railway so extensive will fully compensate the people of our municipality for the bonus offered to the company ve respectfully ask that you will see the prize within reach and generously cometo the front in aiding your constituents in carrying into effect the promise made A right of way through the municipality is to be obtained and from the city can only be secured the right of way through one of its streets to tin s end in of the committee and of tine citizens of provo as represented in mass meeting wo pray for such rant and lucli futher assistance as within your power can be granted WALTER SCOTT WM II 11 KING subcommittee sub committee judge jone who was present was asked to address the council on the matter lie stated that he wai tedon the railroad men after saturday nights meeting and that they would like either east or west main streets for their railroad franchise and that they would make provo their distributing point during alie construction of the line they had already commenced operations in southern california and they earnest in what they said while they would not guarantee to build their roundhouses round houses and machine shops here yet the civil engineer of the proposed land had admitted that prove was the most suitable point aliey had yet seen for that purpose mr alexander stated that there be but one question in the minds of any member of the Counci land that was one of favor wo cannot allow this road to go elsewhere we should grant them the right of way asked for and extend to them what encouragement we possibly can wo cannot stop tho wheels of progress for railroads are bound to come here whether we want them to or not mr maiben moved that it be the sense of alie council that it do all in its power at the proper timeto grant the terms requested by the petitioners petition ers the mayor having first called mr alexander to assume the chair referred to the meeting that had been held on the subject and stated that if provo did not concede to the propositions made by the railroad men that were other places that would we should manifest an anxiety to secure this line and spare no effort to bring it here if we adopt the policy of sitting down and waiting till something turns up we will get left some move should be taken to secure this line the speaker did not wish to be looked upon an an enthusiast ready to hurrah at every little tiling that came along but he certainly was interested in the growth of our city and this line would prove a great feeder to that end the road biad to be completed in two years and work must be commenced inside of sixty days so these gentlemen had stated the land required by the company would cost something but what was given them would amply compensate the people in the icing run the city owned land and he would suggest the whole matter boing referred to a joint committee of ral road and telegraph lines and streets and alloys mr fairer moved to amend mr maidens Mai bens motion that the matter be referred to a joint committee composed of the committee on railroad and telegraph lines and the committee on streets and alleys and eliat this committee report at a meeting cf the council to be held tuesday night continuing mr faner staled that while ho was in favor of helping any project of this nature yet he was not in favor of doing anything detrimental to the interests of his constituents nothing should be done hastily in regard to giving them the right of way through west main street lie could not feel safe in saying anything about that for their were valuable residences situated on those thoroughfares and he would like to consult the owners of those places first fudeo judeo dusenberry who was present was requested to a few suggestions in the premises he viewed the advent of this line as a great thing for provo this city could not kielp but be the initial point of the railroad and hence should not let this opportunity slip by lie was satisfied that this line was going to be constructed ho was not going to say where it would be constructed but that it would be ho was most tain we should accept alio situation and not at this important time place ourselves on record aa old bogies fogies mr scott was in favor of mr jb motion ho was willing and free to give his vote to the encouragement of this road if the line was to establish its head quarters elsewhere it would almost mean the breaking up of this city he would be in favor of giving tho railroad II 11 street it was inspecting plans for a city hall was then brought up on suggestion of mr the architects present were invited to show their plans mr M D kern representing carroll kern of salt lake city showed hia plans and described them to the council this building he proposed is to be arde of brick with stone trimmings GI 00 feet in dimensions the front ele facing the west with a tower 89 high it is to have an assembly oom capable of seating people the whole work to cost not to exceed mr thompson then exhibited his plans which propose a building feet 9 feet clear in the basement the assembly room to have a seating capacity of yet to accommodate with a 24 foot ceiling it has an imposing tower 90 feet high surrounded by a deck feet the main corridor has a tiled floor mr thompson stated that his price would be 0 bading baaing the amount on a building 3 to be paid on acceptance of plans and specifications ficat ions and 2 for superintending super intending to be paid on estimates made in course of erection mr kern informed the council that his terms would be the bame on motion of mr scott alie plans were referred to the special building committee with authority to recommend to the council the adoption of what in their judgment were considered the best plans the motion prevailed mr alexander moved that two mem bars of tho council be added to said special building committee for the selection
