upon a petition sent several months ago to the council by mcewan rawlings Kaw lings asking a reduction in license for billiards the commatee comm tee on judiciary to whom tho petition was referred was instructed to consider it and report at an early day the report of alderman alexander postponed from last session was withdrawn by mr alexander with the permission of the council lor the purpose of modifying it mr alexander of the committee on quarantine to whom the matter of ap pointing a quarantine physician to fill the vacancy caused by the resignation of dr M H hardy had been referred stated that he had been the only member on that committee who had been i able to do anything in the matter he had visited dr pike with a view to obtaining liis services as quarantine physician but thai gentleman had informed him that his duties as medical the territorial insane asylum would not permit him accepting the position and recommended that he see dr F H simmons in the premises mr alexander stated that he had done so and dr simmons informed him eliat he would accept the position providing there was a salary attached to the office moved that dr be appointed quarantine physician and that the sum of cpr annum be allowed him as compensation mr maiben stated that br simmons had informed him eliat he positively would not accept lie position anleo lie was compensated wah a stated sum mr brown was in favor of the city ordinance upon quarantine being revised or amended by the judiciary committee SO as to attach a stated salary to the position tin motion of mr alexander was then put and carried mr alexander made a motion that a committee of two be appointed in each municipal ward to act as a committee and that they report their labors every month to the quarantine physician he considered under the pressing circumstances that this should be done mr farrer considered the object of the motion a good one but doubted very much the authority of the council under the city charter to appoint health he thought time should be to investigate the premises and see what authority the city had mr alexander stated that from what hf could learn the council would bo perfectly justified in the present move bat f tho matter of establishing a per cament board of health was under way ha would withdraw his motion something however lias got to be done and the present condition of provo will not allow of adv delay in the matter mr brown thought there was no ques i tion about the authority there was no necessity for any salary or compensation beins paid these committees they would he
