Show THE CITY COUNCIL going to pave the streets with asphalt PROPERTY OWNERS TO PAY THE COST the sum of 1000 appropriated to help improve the the city council met last evening in adjourned session mayor dusenberry was in the chair the only absentee was alderman J A brown A petition from george theay asking for a title to the old distillery grounds now being used for machinery purposes in consideration of his guarantee eing certain street privileges was referred to the committee on public grounds and city pro erty the report of the was referred back for correction the report of delinquent water tax for the year 1885 was read it shows a delinquency still due of the report was adopted A similar report for 1887 showing delinquent water tax collected in on the previous years account was read the report was withdrawn for correction another report for showing delinquent water tax collected was treated in a similar way the committee on irrigation and streets and alleys who were instructed to consider the advisability of consolidating the offices of street supervisor and reported that they did not deem it advisable ady isable so to do the ro port was adopted the committee on streets and alleys recommended the construction of a bridge across distillery creek in accordance with alie petition of N C ras bursen et al adopted the same committee reported on the proposition of the north american asphalt company offering to pave any number of blocks in provo at 10 pir ton for the atie committee recommended thai the offer be accepted the report states that the majority of property owners on the west side of J between the depot and the post office and along the north side of seventh street between E and J streets expressed their willingness to pay a special tax to pay one half of the expense attached to the paving of the the st repts the committee recommended that eliat portion of provo be paved with an asphaltum walk eight feet ude and that a special tax be levied on all property owner such improvement and the other half be paved by fiovo city the report WAS id opted mr david holdaway thought eight too narrow it should he more than that mr daniels stated that it was the intention to make eight feet of asphaltum and then gravel up the sides mr maiben thought eight feet sufficient it seemed to be the standard width in other cities where asphaltum was used mr farrer had understood that some of the property owners in the district of seventh street had expressed themselves as being unable to pay a special tax for the purpose if this was the case he would not be willing to levy a special tax mr alexander stated that he was one of the subcommittee sub committee appointed to canvass the property owners in the district named and they all expressed themselves as being willing to pay one half of the expense incurred although it might crowd them to raise the money mr david holdaway again arose to his feet it was all very well for mr lesieur to be anxious to have streets paved any man would be anxious that had anything to sell it seemed a big jump for provo to take and it was only an experiment anyhow no one knew whether the stuff would do all that was claimed for it or not he would advocate an experiment being made on two blocks only first then if it proved a success go on with the balance of the work the asphaltum would not increase in price in fact it might get cheaper so that there would be nothing lost by delav mr scott related the arrangements made between the committee and mr lesieur and showed that the city would be under no obligations whatever in the event of a failure the asphaltum would not get cheaper A local company were negotiating with the asphalt works to purchase all their asphaltum asoh altum and that then they intended to make contracts with the cities themselves in this event the material would increase in value mr bean did not feel prepared to enter into contract in behalf of the city to make any great experiment of this matter he WAS in favor of a trial test being made on one or two blocks hu had seen asphaltum laid down tn other places it had lasted for a few years it is true and it remained hard for that time but when it started to out it made the streets corae than batore he would not favor levying a special tax towards defraying the expenses of making asphaltum sidewalks anyhow mr A D holdaway would not favor doing anything concerning which he had scruples but he biad no scruples in this matter he was willing tn take the experience of older cities in laying down whole streets of asphaltum aph altum which had to be the beat material for the work mr la guaranteed the material to be all that he claims for it if it did not give satisfaction he did not want any pay he v favor an or being drifted for the purpose cf consummating the work other remarks were made during which mr undertook to explain the advantages of asphaltum the bryor then stated that the city had the opportunity of having the material at coat and wanted to know whether the council would strike while the iron is liot or wait till it is cold mr farrer thought it would be a great injustice to tax property owners to pay one half the expense when they were not willing to submit to it and in fact are not able to pay for it the mayor stated that the charter authorized zed the levying of a special tax to pay all the expenses mr alexander That 8 what they are doing in ogden mr maiben just exactly what they are doing mr farrer still hung to his opinion and mr also deemed the proposition an injustice it was all some people could do to pay their regular taxes mr A D holdaway said that if provo had to wait till she got the consent of all the people to make any improvement no matter of what nature she would never get there he did not expect 75 per cent of the pi perty owners to concur in the proposition but he did not in delaying action because two or three opposed it let the work be done the city could do nothing that would be of more benefit and result in more value than the paving of her streets with asphalt the streets were alright now but a few days ago a person had to roll up his breeches and put on a pair of gam boots to wade through the mud mr haibon had figured up the coat of the work it would take to pave a block the report was adopted by a vote of seven to four jessra bean D holdaway and dixon voting iu the negative the committee on recommended a drain being cut on the south ade of the cemetery and other work being done and that the council appia 1000 to help perforce this necessary work tha repart was adopted v the discussion on the adoption of the report showed a willingness of all the members not only for the appropriation of this amount but even a larger expenditure for so laudable a work the committee on finance to whom the recorders report showing licenses collected was referred was read it recommended the adoption of the report of the recorder adopted the committee on neto whom was referred the claim of joseph C jones for quarantine services recommended the claim be allowed jess the aum of the report was adopted the claim ot dr simmons amounting to liquors furnished etc tj diphtheria patients was presented mr farrer stated that he did not think it just to those paying license for the sale s to allow dr simmons to furnish alcohol under any circumstances mr holdaway stated that it was necessary that good alcohol be used in diali theria cases the liquor cold by the saloons was not pure it would not burn and hence tie quarantine phy asician and city marshal deemed it advisable to take the action they did and the council should sustain them in their policy the claim was allowed as also the claim of the east coop co op to 61 the amended application of R S hines asking for license as retail dealer was granted on motion of mr holdaway the committee on cemetery were authorized to draw and expend the sum of one thousand dollars appropriated for the improvement pro of the cemetery nominations for street supervisor were placed in order the names of G 0 haws and A G conover were brought before tho council for the position for mr haws alexander amos D holdaway farrer daniels bean maiben and D holdaway for mr conoyer scott hansen and dixon nominations for were then placed in order W H brown and jas y gray were the only ones mentioned for the position mr scott stated that mr brown had expressed himself as not caring for the position mr bean immediately arose to his feet and stated mr brown had told him during the evening that he would accept it and he would favor him having the nomination mr maiben stated that the city should have a man who would perform the labor himself after a few more remarks the nominations were put with the following result for mr brown alexander amos D holdaway farrer bean hansen D holdaway and dixon for mr gray scott daniels and maiben the special committee on im provins the old adobe yard for public park purposes were authorized to do the necessary leveling and plant such trees on the ground as they may deem advisable during the consideration of this matter the mayor excused him self as he had a pressing engagement elsewhere and called mr alexander to preside on motion of mr holdaway the street supervisor was ordered to place at the disposal of the special committee on the public park ten thousand feet of the lumber in his possession for use in the necessary bluming flu ming A resolution was offered by mr scott reimbursing members of the council at a rate not to exceed 25 cents per hour for all committee work done by them adopted mr scott moved that committee on public grounds and city property replace with good trees all the dead trees on the public square mr farrer was in favor of the motion but he certainly was not in favor ol 01 putting aut trees year alter year and letting them die off if alie committee would guarantee gua that the trees would be cared foi be would favor the motion the motion was then put and carried mr scott offered a bill to amend tho ordinance regulating elections and providing for the registration of voters the bill provides that the municipal election of provo city be held on the second monday of february 1890 and biennially thereafter for the election of mayor one alderman and each municipal ward one recorder one treasurer and one assessor and collector the bill was referred to the commit tee on judiciary the council then adjo till monday night next at ot clock |
