Show jr AND DELIVERS HIS ADDRESS his cabinet sent to the senate and WASHING TOX march 4 A great army surged round the capitol this morning the rain by this time had ceased and there was a prospect of a good day many came provided with lunches and umbrellas and took places on the porticos and other eligible stands to witness the events of the day the capitol was the objective point of most of the strangers stran gors arriving and they poured in a ceaseless stream up and down the approaches about a fine penetrating rain began to fall the work of the decorators presented a fine effect the sixteen large corinthian columns supporting the arched roof of the portico were draped with largo american banners from the top of the six central columns two large flags of the united states hung down and were gathered over the passage way through which the president walked from the senate chamber to deliver his address above this passage in the space made by the looping of the flags was a largo blue silken banner stretching from column to column an eagle his wings plumed for flight and in his claws an olive branch and a bundel of silvery arrows was one feature in the apex to the roof a huge american flag was run out from other parts were numerous pennants of the nations of the world slung one above the other with ropes stretching far upwards to the arst balcony of the dome of the capitol the inaugural stand was also gay with a wealth of flags banners and shields and several residences ol 01 public men in the neighborhood oi the capitol were handsomely decor doted the plaza in front of the capitol tho adjacent sd jacent sidewalks porticos and every sign of vantage from which oven glimpses of the presidential party could be obtained vere black with people organizations to take part in the return parade marched with bands playing by bide streets and avenues to places adjoining the capitol grounds where they were to assemble the noise of the bands was drowned at intervals by the hoarse roar of the crowd as it greeted with applause some favorite organization with wonderful patience the expectant spectators waited for the procession today to day while the inauguration ceremonies were in progress the gaiu raiu had abated somewhat and taken the form of a fine driving mist desoito all the untoward surroundings the crowd preserved its good humor s the ceremonies in the senate chambers concluded today to day came the most solemn and imposing event ot the day when the chief magistrate oi the united states chosen by his follow countrymen was in their presence to take the oath of office and swear to defend the constitution and laws of the land the crowds in the streets keep up a constant cheering shouting the name of harrison and four four four years more it was nearly one when the procession from the senate appeared at the doors of the rotunda president cleveland and president elect harrison walked side by side and took their places in the small railed enclosure erected on the centre in froat of the stand such members of the senate diplomatic corps and house of representatives and a number of officers of the government as cared to brave the rigors of the elements then come on in a body when the crowd saw the president there arose a tremendous uproar the cheering was renewed again and again aad it was not until president harrison had several times raised his hand for silence that order was ro stored when the cheering had partially subsided chief justice fuller arose and baring his white locks to the rain held a bible in his right hand ready t administer the oath of office gen harrison and sargeant at arms canaday also removed their hats it was a most impressive scene standing with uncovered heads in the midst of the pelting rain storm the chief justice and the president elect bur rounded by the high of the state and in the presence of the immense multitude of citizens faced each other with bowed heads while the former read the oath of office in a low tone of boico at the conclusion of the reading the president with his right hand clasping the bible bowed his head in assent silence marked this proceeding and when it ended thoro was another tremendous burst of applause the cheering which followed the ceremony having at length subsided somewhat president harrison drew from his pocket a roll of manuscript aad after adjusting his spectacles began reading his inaugural address he kept his silk hat on during the delivery and was partly protected from tho at arms mr cleveland now an ex president stood up during the address but becoming tired toward the close seated himself the president spoke in a loud clear tone with distinct enunciation and emphasized with much camesa ness portions of his speech it was an instance of the presidents ants power J y i bise above the surroundings and come wholly indifferent to them his manner was as deliberate and forceful as if he were in the senate chamber perfectly at ease his gestures were emphatic and prominent and au the graces of oratory of which he is a master were brought into play effectively the president begab his address with a review of the history of our independence and launched at once into the relations of trade the address is quite lengthy inconsequence of which we are knaule to publish it the delivery of the speech was frequently marked by loud applause and shouts of approval the reference to dakota produced considerable cheering but when the president spoke of a free ballot the applause was mighty and tremendous there were only mild in the crowd his references to 1 he rehabilitation of the navy and to the establishment of steamship lines evoked cheers and cries of good but the overwhelming ab outs of approval were for tha statement of the presidents pension policy the crowd cheered again and again at this point and waved their hats and canes wildly ac the close of the speech there was another outburst of ing which the president turned round and assed his wife and daughter the crowd which had all this time surged back and forth like waves of the 2 gradually dissolved the line was formed and the president retraced his steps tc the vice president s room of the senate escorted by senator hoar senator cockrell escorted the retiring tto the presidents room the senator kept his umbrella raised while in the building and it was not until he twice or more knocked mr Clev elands hat off that he recognized he was no longer in the rain storm and lowered his umbrella ex pres ident cleveland remained in the presidents room about five minutes and then joined president harrison in the vice presidents room the entire party again formed in procession and departed by the exit doors of the through which they aident harrison leaning on the arm of senator hoar however took the first instead of the second place which they occupied when they arrived at the capitol next came ex president cleveland attended by cockrall Coc krolL followed by senator cullam private secretary hal ford attended by gen geo B williams brought up the rear while the giov ing through 11 tho corridors senator edmunds met mr cleveland and greeted him with great cordiality beed of maine also exchanged pleasant salutations with the retiring chief executive deafening cheers and demonstrations of applause again greeted the party as they descended the senate steps and continued until they were seated in their carriages and took their places in the procession which immediately began to move finally the heads of the great procession turned into pennsylvania avenue on the march to the white house and the interest ceased in all else forty eight years ago william henry harrison on his white horse headed the procession of patriots on the same route at that day admiral porter then a lieutenant said it was the finest pageant in the world today to day probably men were in line to honor his grandson many of them coming from sections of country which in 1841 were trackless areas of uninhabited territory elements warred upon them but they holl their own bravely looking eastward from the treasury with the capitol forming a hazy yet stately back ground the sight was inspiring the broad expanse of the avenue glistening beneath the dull sky general beaver road in the advance and his head was uncovered a great many times in ed gement of the greetings of the great multitude the long line of troops militia and civilians with banners and guidoes flying in the northern wind completely filled the vision over all was heard the continuous roar made up of the voices of thousands and thousands of spectators as they cheered the presidential party or greeted some particularly fine looking body of troops when the head of the procession reached the treasury a halt was called and the presidential party in its own carriages turned off and drove rapidly to the abito house review began immediately after the presidents arrival from luncheon and was indeed a beautiful spectacle gen beaver chief marshal headed the line with gen hastings as chief of staff followed by a great number of aids As they approached pro ached tho stand they bared their heads and gave the president a marching salute the president and mr morton returned the compliment by removing their hats at the same time the band played hail to the chief and abo crowd cheered vociferously erous ly the first division presented a splendid appearance it was composed of united states troops marines naval apprentices and the national guard of the district the president ent recognized the salute of each commanding officer by raising his hat and he also uncovered his head as each flag was dipped in ho spoke frequently to sir in commendation of the marching of the different regiments the national guard of pennsylvania composed the second division which passed the presidents and the soldiery eol diery bearing of the men called forth cheer after cheer of admiration The third division was commanded by general foraker of ohio and as he accompanied by hid staff ap preached the stand he was cheered to the echo the only full regiment in the third brigade was the famous seventh new york which as heretofore was received with tremendous applause the fourth division consisted of Q i t A A R posts and was commanded by geo wm warner most of the remainder of the procession was composed of civil organizations izat ions political clubs etc many of them handsomely uniformed owing to the lateness of the hour at this time a number oa organizations dropped oat of the iino and did not p s the reviewing stand consequently the gramme pro of the procession was somewhat broken the cowboy club of denver colorado headed by buffalo bill buck taylor and major burke formed one of the most interesting features of the parade they were all well mounted and wore the picturesque dress of the far west they were accompanied compa nied by the band of the flambeau club of dodge city and bore unique banners surmounted by enormous horns A continuous round of cheers greeted them along the line last of all came a contingent of the colored harrison and cou clubs from old virginia winding up one of the grandest civil and military pageants over witnessed in washington just as twilight began to thicken into the darkness of night when the last of the participants had passed the stand president harrison with his son kussell walked rapidly to the anite house followed by the vice president and party they passed within the open portals out of which beamed generous promise of warmth and light after the fatigues of the the white house was the only public building in the city mhd was devoid of decorations today to day the american flag however floated from the staff on the roof several elegant floral tributes were received at the white house this morning for president and mrs harrison the ex presidents part in to days ceremonies closed when the party returned to the white house from the capitol there he was joined by col lament and the two entered secretary fairchilds carriage and were driven direct to the batters lat co on new hampshire avenue mrs cleveland preceded them there president cleveland had a very busy morning he remained hard at work until 3 and was up and at work again at 8 the members of the cabinet were with him most of the time A vast amount of business was accomplished a large number of bills were approved the most important being the act amending the niter state commerce bill the sundry civil appropriation bill the indian appropriation bill the post office appropriation bill the army appropriation bill and the agricultural appropriation bill the new senatore sworn in today to day were barbour of virginia higgins of delaware mcmillan of michigan marston of new hampshire the first assistant postmaster general has tendered his resignation to take effect upon the appointment of his successor washington march 5 president harridon Harr today to day sent to the senate the following nominations secretary of state james G blaine secretary of the treasury william windom of minnesota secretary of war redfield proctor of vermont secretary of the navy benjamin F tracy of new york secretary of the interior john W noble of missouri postmaster general joha wanamaker of pennsylvania attorney general W H EL miller of indiana secretary of agriculture jeremiah M ausk of wisconsin the cabinet was confirmed the white house was the centre of attraction nearly all of the day the thousands of visitors in the city made it a visit business was practically at a standstill in all the departments pending a change of official heads the sightseers sight seers streamed through the corridors and kept the clerks busy answering questions the president came down shortly after 10 0 clock and took his station in the east room and began the ordeal of shaking hands with the crowd as it passed before him this has been in progress several hours already and still continues the president continued hia reception up to and shook hands with thousands of persons including members of military and civil organizations secretary blaine came in with the rest of the crowd and stopped for a short chat with the president he was recognized by the waiting throng and as he left the house was eriven agite an ovation another conspicuous visitor was representative handall who called with the pennsylvania organizations general barnum and staff of new J york and governor hoard and staff were also among the visitors at 0 clock the grounds were still thronged thron ged the reception was therefore closed for tho day and those in waiting were informed th at it was impossible for the president to shake hands with all of them he would come out on the porch and review them as they passed along this announcement was well received and the crowd formed in line and marched across the portico while the president stood in the doorway bowing his acknowledgements acknowledge ments of their solutions ions several organizations were in line and thus reviewed the republican committee of notification fi called upon the president by special appointment and afterward on vice president morton general harrisons old regiment the seventieth Indiana were accorded a special session at 2 ex president and mrs cleveland leave for new york tomorrow to morrow mom ing mrs cleveland was today to day the recipient of a beautiful boquet from mrs harrison accompanied by a note thanking mrs cleveland for the courtesy and kindness displayed by the retiring mistress of the white house to mrs harrison since the lat arrival at washington all members of president ham sons cabinet ale in the city with the exception of postmaster general wanamaker who will however be here tomorrow to morrow when they enter upon their duties all the members of ex president Clev elands |
