Show ONE THING AT A TIME ahen representative bunds lunds reform school bill came up in alie house division of the legislature on tuesday it met with more opposition alian was expected the first tiling eliat brou glit it under fire was the place of location ogden city was specified in the original bill as alie site but one of the committee amendments involved the striking out of the words ogden city as the location of the school and alie naming of a committee to examine and report upon a suitable locality this aroused the ire of the weber delegation and able speeches against the amendment were made by mr richards the father of the measure mr lund said that lie placed ogden in the bill because he considered it the best palce in utah for the school but that lie now favored leaving it to the committee for feir fe ir eliat advantage be taken of the fact of its location to make alie territory pay an exorbitant price for the land eliat the institution would require the amendment was finally agreed to and no further stumbling blocks were encountered until section 7 was reached which provides for the purposes of establishing the school the sum of this created nearly as much discussion as did the amendment some of alie members wished the amount increased asserting that the sum was ridiculously low and that no creditable building could be erected for the money V e are of the same unqualified opinion that alie appropriation provided for in the bill is not enough for the accomplishment ment of the object but alie question that confronts us is Is not alie territory having irol put in her fire by lier legal smokers stokers sto kers that a reform is sadly needed we have not the slightest bligh test doubt that a place of confinement and punishment or the young is an absolute necessity we readily con cede but in order to accomplish alie establishment of a reform school at least not lesa than should be appropriated according to alie last biennial report of the territorial auditor of public accounts alie total amount of revenue arising from the property as was but for the year previous which gives a total gross revenue for alie two years and 1887 of allowing 8 per cent for cost of collecting remittances mit and losses from various alees aliis would leave a net revenue of for this period out of this amount an appropriation of aco is asked for the completion of alie asylum and should be conceded as the building is inadequate to meet the demands being made upon it to accommodate patients bromall fro mall parts of alie territory it ia a matter of necessity if good results are to be obtained that the different classes of patients should bo kept separate from each kotlier As it is now every part is crowded beyond its capacity while the medical superintend siut lias no accommodations at alie lum for residing there which above 1 everything if good results are to be obtained should b imperative why not complete the asylum before undertaking the erection of other public buildings I 1 when the appropriation fur the asylum i is made and that it should be made is a foregone conclusion when appropriations are made for building roads and bridges paying alie salaries of territorial officers liquidating the debt hanging over the deseret university paying district court expenses orders of territorial superintendent of district schools satisfied but little from the revenue of alie last two years will be left to expend in public structures of extensive proportions we understand that to meet ever provisions are in contemplation to bond alie territory we are certainly opposed to aliis because there is no necessity for creating a public debt at the present time As we have already stated a reform school capitol buildings and various kotlier edifices are all very well and enhance the value of property tending to create stability so far as alie commonwealth mon wealth is concerned but alie terri tory must bear in mind eliat it is but young in years and that it lias more need of good substantial roads and bridges alian reform let alie territory adopt alie good old maxim one thing at a time and that done well and we will soon see that it will result in more good than undertaking expensive and extensive buildings and being compelled to leave them as is alie case alie asylum in an unfinished condition |
