Show to Ke galate telegraph the bill introduced by senator spooner to regulate commerce carried on by telegraph defines in its first section the term telegraph company as used in the bill to mean persons or corporations engaged in in tor state telegraph between a foreign country and the united states section two and tarco declare that all charges for telegraph service shall bo reasonable and just and that it shall be unlawful for any telegraph company to give any unreasonable preference no advantage to any person corporation locality or class of busi any unreasonable discrimination every telegraph company shall afford reasonable and equal facilities to connecting lines and shall not discriminate in their rates and charges between connecting lines section four make it unlawful for any telegraph company to enter into any contract agreement or combination with any other telegraph companies to divide between them the aggregate or net proceeds of earnings of such companies section five makes it unlawful for any telegraph company directly or indirectly by any special rate rebate drawback or other device to charge or to receive from any persons or corporation any service than it charges or receives from any other persons or corporations for doing like and contemporaneous service section 6 requires telegraph companies to publish their rates and to file with the inter commerce commission a schedule thereof and to notify the commission ten days beforehand of any proposed changes subject to a penalty for disobedience the companies may bo compelled by mandamus to comply with these requirements quire ments sections 7 and 8 provide that telegraph companies violating the provisions of the bill shall bo liable to persons injured thereby for damages may bo recovered either by suit before the commission or jo courts tha remaining sections of the bill give the antor commerce commission jurisdiction over inter telegraph business fix the penalties for violation of the act antho rizo the commission to in quiro into the business ot telegraph companies and to investigate complaints under substantially the same conditions as complaints alleging infraction of the interstate inter state commerce law are now examined into by the commission |
