Show RUSSIA'S CARNIVAL OF BLOOD. It is an old saying that "the blood of the martyrs Is the seed of the church," and it has at times proved so. If it is true also that the blood of the populace Is the seed of free Institutions, which has also at times seemed to be true, then Russia should have a growth of freedom so rich, so strong, so all-embracing that the w orld w ould see It with wondering and admiring awe. For surely the blood In the mighty struggle for a modicum of freedom that Is being shed In Russia, Is unparalleled In the world's history in such a cause, aside from the slaughter of the battlefields. It seems a hideous mockery that the Czar's proclamation of some degree of popular rights, should be taken In Odessa as a license to the bloodthirsty populace to rob and massacre the Jew s. It seems a shocklnb misapprehension of the concessions toward a dawning popular pop-ular right to take part In the government govern-ment of the empire, when the great Industrial In-dustrial class take It as license to stop transportation communication, and to become utterly Intractable and Indifferent Indiffer-ent to popular rights and to humane endeavor. By thus abusing the first small liberties liber-ties obtained, the Russian populace Justify Jus-tify the sneering criticisms passed upon them by their autocratic despots. These aristocrats can now point with scornful emphasis to the abuses perpetrated by the people, as evidence that popular rule Is popular rage in Russia and that it only lacks the complete emancipation emanci-pation of the people to see the empire-fall empire-fall into utter and bloody chaos. And yet, this would not be justified, even as autocracy is not Justified In this day and age Tho people even In despot-ridden Russia, are not all what the debased rule of a selfish and extorting extort-ing aristocracy might well have made them. In Odessa there was a noble company of citizens that withstood the mob, that protected the Jews, and that saved property from loot. It will also be found, without doubt, that the extremists ex-tremists lr. the effort to paralyze Industry, Indus-try, communication, ami transportation will be resisted by level-headed men of their own company, and the blood that will be Shed by the brutal Cossacks in their putting down of tho laborers and opening the communications of the country will be much less by reason of these conservative forces than It would be were all extremists. It is a baptism of blood that Russia Is now undergoing, horrible, pitiless, destructive; that will leave Russia weak as any country is weak after much slaughter, and nervelesn as nations na-tions lire made so In the carnival of blood. And as Spain fell from her high leadership In enterprise, energy and military and naval pre-eminence through the Slaughter of her own people and tho banishment of those best able to help her, so Russia, because of this pitiless bloodletting and persecution, must sink for a time out of the list of nations of tho first claSs. |
