Show WILLING TO ACQUIESCE, Pennsylvania Railroad Glad of Government Gov-ernment Regulation of Rates. PHILADELPHIA. Feb. 3. A. J. Cas-satt. Cas-satt. president of tho Pennsylvania railroad, rail-road, ln an Interview on lntcrstato com-merco com-merco legislation, says that tho management of lho Pennsylvania company com-pany has for several years recognized tho reasonableness of legislation providing provid-ing for Governmental regulation of rates, under proper safeguards to tho owncra of railway properties. Ho believed there was now a general disposition to acquiesce In proper legislation on this subject. Mr. Caesatt eald lho question of preventing discriminations or preferences between shippers by tho payment of rebates, or by nny other device, seemed to bo confounded con-founded ln the minds of the public with that of Governmental regulation of rates. Discriminations were already dealt with by tho Federal statute known ns the El-klns El-klns act, passed In 1D03, ho said, ln as effective ef-fective a way us Is posslblo ln any legislative legis-lative enactment, unless, porhnps, In tho case of private car lines, whero further legislation might possibly be needed to bring them under tho provisions of tho Elklns act. and that this would bo mot by tho Overstreet bill, which Is now pending In Congress. |
