The lapse of six weeks without fighting on any large scale, confirming the belief that the opposition op-position armies have relaxed for the winter, together with the unexpected demonstration of force which tho Russians Rus-sians have been able to make since the depletion of their army av the result of the fighting on tho Shakho river, emphasizes em-phasizes conclusively the failure of the Japanese to prevent the assembly of a large Russian army in Manchuria before be-fore spring, thus defeating the strategy of the Japanese and their most plausl-blo plausl-blo plans for the earliest occupation of Manchuria. Goes Over Several Months. This outcome, taken In' connection with the general situation, appears to guarantee that with the opening of spring there will begin a contest far more terrible than any yet fought, and points to the termination of the war In the next campaign. It is still possible that there will be a general attack during dur-ing the winter, but tho weather Is now broken and uncertain and seemingly renders It Impossible for the troops of either army to abandon their present sholters. Provisions for Starving. The Chinese authorities have taken preliminary steps to bring grain from the North and to store It for the use of the starving farmerp and villagers. This action was brought about by the destitution desti-tution which is prevalent for some 20 miles behind tho Russian army, which Is commandeering all grain and other food supplies, and also because of the fear that the army will move north again, when the Russians will not allow grain to pass through their lines from the Sungarl basin which la the main dependence de-pendence of the Inhabitants throughout the area devastated by the war. |
