D Ashdown in recognition and and- appreciation for his long and efficient service to Bountiful cit city r as a planner It was all all quietly prepared and came as a complete surprise to him Bountiful's first planning was I begun in 1943 when Mayor Stocks and the city council appointed appointed appointed ap ap- ap- ap pointed a committee consisting of Charles A A. Larsen Ezra T T. T Clark James Jaines S. S Smedley Jr Ray O. O Kirkland and F F. F D. D Ashdown Ashdown Ashdown Ash- Ash down who acted as chairman to create a l use land map and suggest suggest suggest sug sug- gest ordinances to guide th the development development development de de- de- de of the city Two years of study and formulation formulation formulation for for- went into the preparation preparation preparation tion of the first presentation of zoning ordinances and after examination ex ex- examination by an expert Raymond Raymond Raymond Ray Ray- mond J J. S Holbrook Hoi Hoi- brook along with Mrs 1 Ruby M. M Smedley Mrs and F. F D. D Ashdown Mr acted as chairman New zoning ordinances and a use land map were drawn and after a hearing they were adopted A master road plan was also made and adopted These two accomplishments accomplish accomplish- ments have had and will win have in inthe inthe inthe the future a profound influence in the orderly growth of the city Former Mayor Leo S.
