West Vest executive secretary of the Utah Education Education tion lion Association made a most able presentation of Utah's Problem Problem Problem lem in the regular club meeting held November 23 1953 in inthe inthe inthe the banquet room of the drug This Thus address was most timely and worth while and should do much to make club members appreciate and understand the nature of the deliberations deliberations deliberations o of the Special Session of the State Legislature that has been called primarily to work out a solution to this pj per perplexing er er- question The address of Mr Air West Vest was preceded by some vital Lions activities activities activities and reports of interest to all aU The meeting was conducted by second second second sec sec- ond Vice President Coy Hayward who reported that the local club had bad risen fro Iro ma place standing standing standing stand stand- ing in the month of September among the clubs in District 28 U Uto Uto Uto to 2nd place in the month of October He expressed satisfaction at this improvement and said that it was attributed chiefly to better attendance and a good number of projects during the month An enjoyable activity of the evening evening evening eve eve- ning was the presentation of Old Monarch Chevrons indicating ten years of service in to eight of the members of the club The awards were made by past President President President dent Vee and were re received received re- re by Lion William Villiam Newcombe re-I re Myron Bangerter R. T Rice reported that partly as a r result of the recent dis S of tiie the club members n i b rs on- on i local safety problems that tha state safety officials Sheer and Kemp Kemi had visited Bountiful and made a count of traffic at Main and Center Center Center Cen Cen- ter street intersection and that i iwas it was felt that a traffic se semaphore would soon be installed there Committee chairman Clyde McFarlene McFarlene McFarlene Mc Mc- Farlene reported that although all al returns were not in and the weather wreather wreath er had not been ideal that the annual annual annual an an- nual Turkey Shoot had been well wel attended and that indications were that it would be most successful financially Lion Dr Woody of the committee commit commit- tee for the blind reported that the local club had transported blind bunt people to the annual party for the blind at Roy Utah on November 22 and that a most enjoyable time tune had been enjoyed by all Work Vork for foi forthe forthe the blind is one of the major projects projects of Lions International ant and Blind projects are found wherever is b established Lion Allen Taylor of the program program program pro pro- gram committee introduced Mr West Vest as the guest of the evening and the remainder of the time wa was profitably spent in listening to his hh report of the school problem Mr West Vest is certainly one of the most qualified men in the state to pre pre- present present present sent and discuss this vital issue Mr West Vest stated that in th the State of Utah the legislature under under under un un- der the constitution is responsible for the schools and that the legislature legislature legislature legis legis- lature is charged with providing a uniform system of public schools open to all children and free from sectarian control He stated that the present school problem is not peculiar to Utah but that the problem is more ac- ac cute in Utah than in most other states The problem is one of financing fi fi- fi financing the public school system and Mr West Vest made a very brief I but able presentation of the steps of financing the school of Utah from the beginning to now It was shown by Mr West Vest that the school population increases throughout the nation had produced produced pro pro- produced the problem but th that t certain certain tain tarn factors in ill Utah made the problem problem problem lem extremely serious He stated that 1 out of 4 persons in Utah is isa isa isa a school age child while in the nation nation nation na na- tion one of or of five is a n child of school age This means that while the nation provides school for 20 of their population Utah must provide provide provide pro pro- vide it for 25 Added to this is the fact that the the attendance of schoolchildren schoolchildren school schoolchildren children in Utah is 85 Flo as compared compared compared com com- pared to 74 for the nation meaning meaning meaning mean mean- ing that school must be provided for tor or nearly 12 more of of the tile eligible eli eU- eh- eh i gible school population in Utah than in the other states as a whole Another factor that makes the Utah problem more serious than |
