Show TREATIES MUST BE RATIFIED The tendency of the Senate lo inaction inac-tion has led 1 to the application of the Presidential spur to the body which Is the greatest debating forum in the world That spur Is in the form of a notification to Senators that if the treaty with Colombia for the building of the isthmum canal and the Cuban reciprocity reci-procity treaty are not ratified at the present session an extra session will be called for their ratification Immediately upon the expiration oC the present Congress Con-gress which occurs on March Jth J The opposition to the Colombian treaty Is lodged chiefly under tho hat of Senator Morgan of Alabama and he alone is good for an almost continuous speech in executive sesison for the remainder of the time And such hours as he Jfd not not use could eagerly be filled in by the Senators who are opposed to the Cuban treaty So that the chances for action on these treaties do not now seem very bright And the pleas against the political poli-tical good policy of an extra session would appeal to Senator Morgan if they appealed to him at all in reverse For the very reason that Republicans would not consider an extra session expedl unl he would think that It ought to be held The President urges that grave reasons rea-sons of state exist why those treaties should be ratified and no doubt they do One of these reasons was that the option op-tion on the Panama canal 1 companys property will expire on March 4th but it Is 1 understood that the President has formally accepted the companys offer to sell at the forty millions named the effect of this acceptance being l to extend the life of the option beyond March 1th when it would otherwise have expired It was of course within hia power to do this under the legislation legis-lation of the last sessIon but 1C the treaty Is not ratified the purchase would be awkward It Is essential therefore on thin as on other grounds I no doubt well known to the President > > that the treaties should become effective effec-tive and we have faith enough In tho force and reasoning of the President to he sure that he will carry his point But he may have to call an extra session ses-sion to do it |
