Institution with the single exception of Wallace who Is J mildly censured for the choking of the Whitocotton girl and the hint is conveyed that a man of his disposition l disposi-tion has no place In a reform school The report of the committee was presented pre-sented to the Senate yesterday signed by Bennion chairman and Colton sac rotary I was the unanimous report of tho Joint committee and was adopted by the Senate without opposition I was In full as follows COMMITTEE REPORT To tho President of the Senate and Speaker of tho House 1 Your committee appointed under authority au-thority of House concurrent resolution tho condition of No B to Investigate Ine9l the State Industrial school at Ogden and the charges mode through the public press In relation thereto hog leave to report rolaton that on Saturday and Sunday March 7th and 8th wo made such Investigation Investiga-tion and subnit herewith our findings and conclusions le follows 2 AVe Ibid first that the board of trustees trus-tees of said Institution are exempt from teer Insttulon all blame condemnation or opproblum In the management thereof and we desire mCn to emphasize as strongly as possible our I approval of the wise and careful manner man-ner In which they have conducted the affairs of the school and tho Interest they have exhibited In the Individual and general welfare of thin inmates 8 1 Wo dcslro also to fully and completely com-pletely exonerate Mr and Mrs Allison the superintendent and matron respectively respect-ively as well IL the assistants and guards from all charges and Tuaiora of cruelty Inefflcloncv and mismanagement that may havo been circulated respecting tcrri cmCE SURE FOR WALLACE 4 1 In the opinion of your committee the charges of cruelty and harsh treatment treat-ment preferred against Mr Wallace the teacher of the bojs ns reported in the public press have been exaggerated and magnified but while wo exonerate him from any wilful or Intended cruelty we feel to condemn as unwise and uimanlv his acknowledged choking of Francis Whltecotlon even though the same was done under extreme provocation and to say that In our opinion no person should be employed In connection with the school who has not a very patient and kindly 1 l disposition and temperament NEEDED IMPROVEMENTS 5 Regarding the charge of unsanitary conditions of the Institution we feel that there Is a measure of just complaint not as to tho management but on account of the fact that the buildings and accommodations ac-commodations are entirely Inadequate and unsuited In their original construction for the purpose to which they arc applied and the renulrcmonts of their present crowded condition and on account of the lack of facilities for I pure and whole < SOTIC water supply lour committee therefore feels that It cannot too strongly urge upon the Legislature that provision be made and Immediate steps taken to provide on adequate supply of pure water for culinary and domestic purposes by connecting with the Ogden waterworks system At present the Inmates of the school seem to be all well and hearty but the typhoid epidemic of the past season sea-son resulting no doubt from an Infected Wl tel RupplY1 Is a forcible warning of the dangers from the present source The enlargement of the present sewer system sys-tem Is also a pressing necessity at the present time tme NEW BUILDINGS SUGGESTED 6 Your conmlttoo desires to call attention at-tention to tho fact that at Ito last pro ceding session 0 the Legislature the school then contained loss than thirty inmates In-mates while at the present time there are si rcnt one actually In fconllnemont and about li 0 on parole all or any of whom ore subject to return and confinement at any lime We therefore wish to say ns tme forcibly and emphatically aa possible that the buildings equipment and number of employees aio altogether Inadequate to tho needs and requirements o tho Institution In-stitution and wo submit that a new main I building sufficient and adequate to tho growing needs of the school should ho Immediately l provided the same lo be of a capacity and design to permit of a separation of the younger members from thooo older In soars and crime and to further permit of a system of grading classification and promotion In the event thai the financial condition of the State will not permit of the erection of such a building then we recommend that tho girls cottage should be built as requested by the board of trustees and that their supplemental requests for funds for the library etc bo favorably con ldercd LEFT
