Inflammatory speech overheard over-heard in a Council chamber In this city a ap < eh that brought another member to his feit with a motion to adjourn 6n the ground that tho language was dangerous dan-gerous a speech that led l to an adjournment ad-journment later leaving the whole Hilton Hil-ton controversy Just where It was a week before Tho adjournment was not reached until many bitter personalities had been flung about and until some decIsIons de-cIsIons had been made by the chair that were considered by many to beery be-ery partisan and unfair President Cottrell claimed that he was trying to be absolutely fair and that his bad rulings were due to errors He was much confuted ROBINSON HAD RESIGNATION The Council chamber was packed to Its utmost capacity and the applause Was BO tumultuous at times that the President ordered the scrgeanlatarms to clear the room unless the spectators remained quleL Members of the Council and the members the subcommittee sub-committee of the Republican City committee com-mittee were aware of the act that come solution of the problem was to be tried It was soon noised about that Hilton had placed his resignation in the hands of TrOblnson and that If nil went well It would be put before the Council Then It leaked out that there was a airing to the resignation which caused a number of hurried consultations con-sultations 0 STRING TO IT It developed that Robinson had agreed with the city committee and tho Councilmen In his confidence to set the Hilton resignation absolute 3t was written out by Hilton late In the afternoon and was found to take effect when the Chiefs successor was appointed and had qualified I This was dIrectly contrary to the agreement and was not acceptable to the Mayor or his friends In the Council so the mat U r would not have ben settled Ja I t evening even had Davclcr not made his sensational speech Now all the work will have to bo done over Again In the meantime tho City Attorney de cides that the case of Shoots Janney and of Brown has not yet been disposed PARLIAMENTARY QUESTION The Hilton matter came up when the order of miscellaneous business was reached As quick as a cat Robertson sprang to his feet and moved the re conHhlcrallon of the action of tho Council In removing Sheets Janney and Brown Eardley raised the point of order that under Robertas Rules of p Order which had been adopted aw the authority of the Council tho matter iould not be recon ldcnd The Chair ruled that the point was well taken hut Daveler called attention to the tact that the Council had established a contrary precedent In reconsidering the Hilton matter He also stated that at a i previous meeting the Chair had overruled Robertas Rules of Ordor FcrnBtrom secured the floor and said that Davoler had failed to noto the distinction between the case of Hilton and the officers Intended to he re t moved This matter was debated until the fact was established by the min utes of the Recorder that the two cases were Identical Daveler then asked the Chair If he were not right In calling Into question the records of the Council to show that a precedent had been established and the Chair admitted that he was rITl ATTORNEYS OPINION Councilman Robertson got the lIoor and remarked that he did I not desire E to debate the question but said he had f noticed that If I a rule was acceptable to certain members oC the Council It I V OJi nil right but It It was not accept able to certain of those members It was not all right He then proceeded to read a letter l from the City Attor ney to the City Recorder on the status of tho removal of the three officers r from the police force but was Inter rupted several tlmea by the President who said he was not speaking to the I question Councilman Robertson In sisted that he was that the letter was a part of his argument and was en tirely to the point The roport of City Attorney Nyes communication was that as the Council had adopted no rule covering this par ticular point Robertas Rules of Or l der wero In force that under these rulPK the motion to reconsider was In order and that the case of Sheets I Janney nnd Brown was not yet dig posed of MOVED INVESTIGATION After stating that it was customary Ii CongrcfcH to allow thouo voting with ftJ1 e majority to move a rcconaldcra lon of any question Robertson said Now I beI ve we will be allowed lo I debate the question of reconsideration provided the gag law 18 not adopted Tho vote on the appeal from the derision de-rision of the Chair was then taken F and the Chair was not guatalnad Day eler then got the floor and moved that committee of live to be associated W1U me ireaident or the Council be appointed to look Into the < Police de partment Ills motion was seconded by Robertson and In behalf of his mo tion Davclcr Mid DAVISLEIVS SPEECH Thero are more ways than ono Mr President of K retting at A point While joy have refused us the request by yourS your-S drclnlon of discussing a matter of vital importance to the city tho motion Just made nllown un that UliCU ron ThIS city has been torn from ntcin to stern and every man woman and child In the community 10 Interested In the state of affairs which exUts In the police depart ment and I make the motion for an In vestigation for mOT reason than one CASE OF THREE GIRLS At tho last raeollnic of the Clly Council you refun Hl to refer thin matter to th Police committee where It belongs and ronlftht you rcfu M to allow us to dlacuw tho matter Mr Prwildeut And Kentlcmen of the Council I was not a member of the lost City Council Had I ben at that time after my signature I Had been 5 appended to a report In tho cnm of the I Ivnarno Dahl and Kctudtr gIrl when the rights of a woman arlrj her children woro Jolatid by the Chief of Police when the Dcseret Evening News said that no mans wife or daughter or Mister Mis-ter was fate on tho streets when tho law could be carried to such an extent as that Uklnif IiTTlc children and ex mIng m-Ing them by order of the Chief of Police as to their diseased condition or virginity vir-ginity or Jiid that been tried In any civilized coutiiry In the world your Chief of Police would have been lying up thereIn there-In the cemetery Instead of coming to this Council for an Indorsement I say Ir 1 had a daughter and any man violated that right In that way 1 would blow him to hI tApplauscJ And that leads me to believe that tillS Chief of Police whom I hold as utterly Incapably a dangerous and unsafe man to trust with the Interests Inter-ests of this community PERNSTROMS FEAR At this point In DavelerH speech Fernstrom arose and said I believe this Is dangerous and unsafe so I move we adjourn 10 The President put the question and Daveler asked If a motion to adjourn he was speaking Was In order when and the chair replied that a motion to adjourn was always In order Rollcall on the adjournment was asked Councilman Coun-cilman Robertson making the first explanation ex-planation of the vote cast saying that he voted no because he was not afraid to face the public with any argument argu-ment they can bring up the matter Vlgus voted no because he did not want to adjourn The chair voted yes because he said the matter had been disposed of twelve or eighteen months ago This brought Robertson to his feet with the question If that Is your reason why didnt you rule the gentleman out of order which brought out laughter and applause from the spectators CHIEF A DANGEROUS MAN The motion to adJoUrn being lost Daveler was permitted to continue his remarks and said I hold that In that case he the Chief of Police was n dangerous man to the community As I stated in the beginning I was not a member of that City Council and had I been no apology no matter how abject ab-ject would have been accented bj mIn m-In this connection he said that Sheets had been on the police force for twelve years and no charges hnd ever been preferred against him S WANTED IT DROPPED Hewlet then moved the previous question ques-tion and Robertson asked him Sf ho was afraid to argue the question Fernstrom objected to Hewletts motion mo-tion because he said I believe we can make some answers He then proceeded to make a few and fIrst of all Informed the Councilman from the Fifth that It was not altogether the Chief of Police that made that investigation Investi-gation There was a city detective that ordered the thing to bo done Fern strom said there could be found plenty of dirty linen to be washed If that was desired that he was perfectly willing to wash It and wash It every week If desired but thought It was III becoming the gentleman who had Just taken < his seat In the Council to try to dig up something that the former administration administra-tion had disposed of To say that we at last have found a man who Is capable of washing over what once has been washed I believe Is a little conceited said the Councilman from the Third lie thought It would be best to leave matters as they were saying that The less we rub up about this police matter the better we will serve the people that elected us I think It would be much better for us to direct the Chief of Police what we want him to do than to come here and make political speeches because that Is all they are I am not In favor of appointing any committee to Investigate what happened eighteen months ago ROBINSONS VIEWS When Fernstrom took his seat Hewlett Hew-lett again called for the previous question ques-tion saying ho thought tho attack on Chief Hilton was entirely uncalled for His motion was put and carried by a 1 vote of eight to six but the chair ruled otherwise and recognized Robinson Rob-inson and permitted him to continue the debate Robinson began by saying In am sorry there are some on this floor who have not good sense enough to kee their mouths shut when there Is a possibility of things being smoothed out The Councilman was Interrupted by tho Chair who reminded him of Rule VII to which Robinson retorted Well I am through with that rule now and will go on lie said the matter had been amicably settled and all semod satisfied hut two And It appears that thosb two arc determined de-termined to create n rumpus They may think It hi good sense to beshow ing off their oratory but I think It Is n bad place t show IL off at this time They claim to be working for the Interests In-terests of the Republican parjy and for harmony but when Imnaony Is again near at hand they start up this light ONLY ERRED ONCE Hewlett again called for the previous question and said he did not believe the President understood tho vote and the President admitted that he did not understand the vote Robertson asked voe Robe1ton olted him If ho would not be permitted to flpoak to tho question Inasmuch a Robinson had done ao but the Presi dent said no that ho had erred In permitting Robinson to speak whereupon where-upon Robertson Inquired Dont you think you might err again 1 and tho President replied Not knowingly Councilman Daveler then moved a move adjournment which went through wIth n rush und Councilmen disposed of tho mattQr for another week WILT MAKE ANOTHER EFFORT Wcy Ritchie Meyers Colllster and Lawson of the Republican City committee com-mittee will make another effort today to settle the Hilton squabble They I were led to bellevo by Robinson that Hilton would send In an unqualified I resignation and were chagrined when they learned the truth They do not hold Robinson responsible for the word ing of the resignation the Chief put In the hands of that gentleman The negotiations ne-gotiations will be opened today along tho old line A meeting will be arranged ar-ranged for to be held this afternoon |
