Show FOR PUBLIC LAND CESSION I o REPRESENTATIVE KINGS BILL FOB AID LAND STATES I Cedes to the States All the Public Lands in Their Boundaries How Ho proposes to Hake Transfers I Washington D Cr Jan 12 Representative Repre-sentative King of Utah undaunted by I the summary manner with which bills for the cession of public lands have been disposed of during this and prior sessions of Congress has Introduced a bill for wholesale cession of all publli lands to the several public land Stales j I and Territories This bill Js the boldpst declaration of the principle of land ces I I i slon that has been Introduced In Congress Con-gress and Its Introduction will doubtless i doubt-less bring many adverse criticisms upon Its author from the antagonists of land cession who as a rule are extremely ex-tremely radical In their opposition to all measures ceding lands to the States But as Sir King will leave Congress at the close of the present session ho Is not disturbed at the prospect of adverse ad-verse criticism Insisting that thc adoption adop-tion of his measure would be of untold advantage to the West and would entail en-tail no loss upon other portions o the t country Tho text of Mr Kings bill which has been referred to Committee on Public Pub-lic Lands Is as follows That subject 10a1 rights inchoate or perfected thereto Including water I rights now belonging or appertaining I to the United States lying and being situated In the States oC Nebraska Nevada South Dakota North Dakota l Montana Washington Oregon Wyoming Wyo-ming Utah Idaho Colorado Kansas I and California and In the Territories of New Mexico Arizona and Oklahoma severally with full and complete Jurisdiction Juris-diction thercover bo and are hereby granted ceded ant confirmed to said < several States and Territories to be of the lands contained within their present 1 pres-ent boundaries and territorial limits and the President of the United States shall Issue letters patent for the wine to the said several States and Territories Terri-tories in this section designated whenever when-ever and as any of said States and Territories Ter-ritories shall by act of its Legislature accept the disposition of the lands as herein provided within the lime herein nftpr flJrtJit lfl1 hI nnf Ch11 f rt I manner affect any of the lands held by the United States for parks naval I military or other public purposes nor any Indian lands nor lands held In I trust 01 the use of Indians nor mineral lands J nor shall It atjplif in any manner to the Territory of Alaska Sec 2 That the Governors of the Territories of Arizona New Mexico and Oklahoma shall within a reasonable time after the passage this act call special sessions If need beof their several sev-eral to take Into consideration consider-ation and pass upon the provisions l of I this act and the questions herein submitted sub-mitted to them and may from time to time call other sessions of their respective I respec-tive Legislatures as may be rendered necessary and the benefits of this act shall not accrue to any State or Territory Terri-tory which shall not have accepted the I provisions thereof within four years from Its approval See 3 That as soon as practicable after the Issue of letters patent to any State or Territory herein mentioned for the lands therein situated and from time to time thereafter as occasion may require It shall be the duty of the Secretary I Sec-retary of the Inferior at the expense the United States to cause to be delivered deliv-ered to the proper authorities of such State or Territory all maps records books and papers or certified copies thereof In case It f may be necessary to retain the originals In the General Land office which may be necessary to such State or Territory for the proper con trol administration and disposition of I such lands Sec 4 That no State or Territory accepting the cession of lands as herein provided shall In any case sell lease or dispose of said lands In any greater quantity than S20 acres to any one person per-son corporation or association nor shall any such State or Territory In any manner Impair or abridge the homestead home-stead privileges now extended to sol diers and sailors under tho land lawH of the United States HAMILTON |
