a Temporary Board Fence Owners of Water Rights in Big Cottonwood Creek Protect Against the City Developing Its Recent Appropriation Jordan Dredging Report Laid Over I There were two small breezes In the I City Council last evening the principal one occurring on the appropriating of money for the salaries of city officials up to October Jfith the amount being I stated by the Auditor to be 513010 the second was over the height of aboard a-board fence on Second South Fornstrom was the only man who objected ob-jected to the appropriation list for salaries being passed atid he raised his voice In protest ho said because he did not know whether there was any money In the treasury or not He was 0 member of tho Finance committee but had not been kept I thoroughly posted as to the meetings of lint committee com-mittee l there was money enough to pay the salaries he would vote for the appropriation Buckle wanted to know how the salaries could be paid If tho money was not In tho treasury and Fernstrom replied re-plied that he did not want the Council to he turned down by the Auditor that was all Being assured by ttob crt son and others that he need have no fears but that the money was In the treasury and the salaries would be paid Fernstrom then announced that i he would change his vote to 4yS Then IL Is unanimous remarked f Whlttemore who was In the chair Canning Hartenslcin Hewlett Reid I Robertson Thomas Tuddenham Whit temore and Buckle having previously I voted in the aMJrmativc ALL OVEn FENCE I The second episode was the receipt of a protest from various business men I on East Second South Street near Main I against the erection of a temporary board fence In front of a proposed building on that thoroughfare For over an hour the resolution Introduced resoluton by Hartenstein that the offensive fence be reduced to live feet In height was discussed C E Street the owner of the fence pleaded his own cause and he was assisted as-sisted by Robertson and Thomas while Tuddenham Buckle Fernstrom and Hartenstein favored a resolution in troduced by the later that the fence be cut down to five feet Finally the whole question was referred to the Chief of the Fire department with the I Building Inspector associated WATEROWNERS PROTEST I D H Wells In behalf of the owners I of water rights in Big Cottonwood creek presented a resolution which had been adopted at a recent meeting pro leelng testing against any interference on the part of the city with such creek or its seepage water and serving notice on the Council that Mr Wells had been Instructed to take the necessary proceedings pro-ceedings to prevent any attempt to ap propriate seepage or other waters The I I contention on the part of the signers I of the resolution Is that itTt the waters of Big Cottonwood have already been appropriated Committee on Laws DREDGING THE JORDAN The Committees on Finance and Wa tonvorks presented a report In which they said they had unanimously agreed upon the proposition to abandon the proposed construction of the pipe s stem s-tem for supplying water for street sprinkling and that the amount which It was Intended to spend for that purpose pur-pose be expended in dredging the Jordan Jor-dan and the construction oCa dam at the outlet of Utah lake 1 and that said work be proceeded with at once I was also recommended that the Big I Cottonwood creek Improvements bf proceeded with the appropriation not ct apJoI to exceed 300 per month for the latter purpose The report was signed by all the members ot the committees as Indicated In-dicated In The Tribune o yesterday hut l no action was taken upon it UTAH CENTRALS PROTEST I The Utah Central Railway company submitted u communication accepting the franchise recently granted It but asked that time words excepting 1 those tracks lying west of tho cast side of Third West street be idded as such tracks were actually necessary for th2 use ot the company to operate In connection with the Oregon Short Line company and that It was never the Intention that they should be taken up Referred to the Committee on Laws GET AN INVITATION B F Glllkson secretary of the League of American Municipalities asked by letter that the Council attend at-tend the fourth annual convention of the league to be hold Jn Charleston S C December 12lGth On motion of Robertson the Maypr was authorized to acknowledge the receipt of the Invitation and say that If possible the city would be represented by some one t of Its olTIcials RAILWAY COMPANY ACCEPTS The Salt Lake City Railroad company com-pany announced Its acceptance of the franchise recently granted It to build of the a line of road from the center Intersection of Third and U streets to the center of the intersection of South Temple and U streets thence southward south-ward along Thirteenth East to Fifth South street In this same connection the Board of Public Works announced that It had awarded the contract for the grading of Thirteenth East street from bladlnr Temple to First South street to Kolfor Rush at 2S cents per cubic yard Approved The City Attorney was Instructed to draw up a new ordinance to supplement supple-ment bill 320 which levies a sjewor tax on certain lots In block 22 when the block should be 311 THE LABOR ORDINANCE A motion to adjourn was resisted by Fernstrom who said there were people present who desired that some action be Utken on the bill for an ordinance making It n misdemeanor for contractors contract-ors to make employees on any public works labor more than eight houra a day Robertson called the attention of the atenton Councilman to the fact that tho ordinance ordi-nance CountJman been held up a week ago by Edgar Howe and that as Howe was absent It was but duo to him that Its consideration go over
