I l PEACE IN THE ISLANDS 11 r Garrisons in tho Philippines Are t o Reduced S I I Nece York March 23A special l to I the Press from Wahlnglon says Advices Ad-vices from the Philippines are so on cquragtng for peacethat the War department de-partment Is considering the advisability advisabil-ity of reducing the garrisons 1nthe archlpelago I The reorganized army r will be recruited to the full strength 100000 men but Itis believed that future fu-ture requirements will not compel the compel t1o Administration to maintain this maximum maxi-mum inimbout i About 30000 regulars will be entitled to their discharges In the current year 1 I Isproposed to let these soldiers return re-turn to their homes and to not fill their places Thus the army can be reduced to 70000 men in a perfectly natural Way without Interfering with Its discipline disci-pline or effectiveness
