Show PRODUCTS PROM PORTO RICO President Sends a Message to Congress Con-gress on this Subject Washington March 2The President today sent the following message to Congress To the Senate and House of Hepio sontatives Since the evacuation of Porto Rico by the Spanish forces on the 18th day of October 1S9S the United States has collected on products coming com-ing from that Island to the ports of the United Stales the duties fixed by lieS lie-S Dingley act and amounting to 2000 SofiSS and will continue to collect under un-der said law unlll Congress shall otherwise other-wise direct Although I had the power and having In mind the best Interests of the people of the island used It lo modify duties on goods and products entering Into Porto Rico I did not have the power to remit or modify duties on Porto Rican producls coming Into the ports of the United Slates In view of the pressing necessity for Immedlalo revenue In Porlo Rico for conducting the government there and for the extension ex-tension of public education and In view also of the provisional legIslation 1 n n just Inaugurated by the House ot Representatives Rep-resentatives and for the purpose of making the principle embodied In that legislation applicable to the Immediate past as well as to the Immediate future I iccommend that the above sum so collected and the sums hereafter collected col-lected under existing law shall without with-out waiting for the enactment of the general legislatIon now pending be appropilalcd for Die useand benefit of the Island WILLIAM MKINLEY Executive Mansion March 2 1900 |
